1. What is Economic Development? |
Economic development is a multidimensional process that involves improvements in a country’s standard of living, reduction in poverty, and greater access to education, healthcare, and a clean environment. It is a broader concept than simply earning more income.
Development considers not only the quantity of goods and services produced but also their distribution and the overall well-being of citizens. For example, a country might have high GDP but still face widespread illiteracy or poor health outcomes.
2. Economic Growth vs Economic Development |
Economic growth refers to an increase in the real output of an economy over time, typically measured by the percentage change in real GDP. It is a quantitative measure focused on production capacity.
Economic development, on the other hand, is qualitative, encompassing improvements in living standards, human development, and environmental sustainability. Growth is necessary for development but is not sufficient on its own.
For instance, an oil-rich country may experience high GDP growth, yet if that wealth is concentrated among a small elite, the broader population may not see better healthcare or education – thus limited development.
3. Measuring Development: GDP and GNI | 衡量发展:GDP与GNI
Gross Domestic Product (GDP) is the total value of all goods and services produced within a country’s borders in a year. GDP per capita is often used as a rough indicator of average income:
GDP per capita = GDP ÷ population
人均GDP = GDP ÷ 人口
However, GDP ignores income distribution, non-market activities (like subsistence farming), and negative externalities. Gross National Income (GNI) adds net income from abroad, reflecting the total income earned by residents regardless of location.
While higher GDP per capita often correlates with better living standards, it does not capture the quality of life. That is why we need composite indicators like the HDI.
The Human Development Index, published by the United Nations, combines three key dimensions of development: a long and healthy life (life expectancy at birth), access to knowledge (mean and expected years of schooling), and a decent standard of living (GNI per capita adjusted for PPP).
The HDI value ranges from 0 to 1, with countries classified as very high, high, medium, or low human development. It provides a more holistic view than income alone, showing, for example, that some countries with moderate income achieve high education and health outcomes.
However, HDI still has limitations: it does not measure inequality, poverty, security, or environmental quality within a country. Adjusted indices like the Inequality-adjusted HDI (IHDI) try to address this.
5. Other Indicators of Development |
Beyond GDP and HDI, economists use a range of social and economic indicators to assess development. These include the adult literacy rate, infant mortality rate, access to clean water and sanitation, and the percentage of the population living below the poverty line.
Composite indicators like the Multidimensional Poverty Index (MPI) look at overlapping deprivations in health, education, and living standards at the household level. Such measures paint a more detailed picture of the challenges people face.
For example, a country might have a high adult literacy rate but a high infant mortality rate, signalling that while education is accessible, healthcare systems are weak. Using multiple indicators helps policymakers target interventions.
6. Causes of Differences in Development |
Why are some countries more developed than others? Historical factors, such as colonialism and conflict, have left lasting impacts. Geography matters too: landlocked countries often struggle with trade, while tropical climates can foster diseases that reduce productivity.
The quality of institutions – including the rule of law, property rights, and control of corruption – is critical. Countries with stable, transparent governments tend to attract investment and foster entrepreneurial activity, encouraging development.
Other causes include the level of human capital (educated, healthy workforce), access to technology, and the presence of natural resources. However, an abundance of resources can sometimes lead to the ‘resource curse’ if mismanaged, causing corruption and conflict.
7. Poverty and Inequality |
Absolute poverty is defined as a condition where individuals cannot afford basic essentials like food, clean water, shelter, and healthcare. The World Bank often sets an international poverty line, currently around $2.15 a day (in PPP terms), to measure extreme poverty.
Relative poverty refers to individuals whose income falls significantly below the average of the society they live in, even if they can meet basic needs. This concept highlights inequality within a country.
Inequality is often measured by the Gini coefficient, where 0 represents perfect equality and 1 (or 100) represents maximum inequality. High inequality can hinder development by limiting social mobility and creating political instability.
8. Population and Development |
Population structure and growth affect development. The Demographic Transition Model (DTM) describes how birth and death rates change as a country develops. In early stages, high birth and death rates keep population stable; later, death rates fall, leading to rapid growth.
As development continues, birth rates decline due to better education, family planning, and women’s empowerment. This results in a lower dependency ratio (fewer young dependents per worker), which can boost economic growth – the ‘demographic dividend’.
However, overpopulation or rapid urbanisation can strain resources, causing unemployment, slums, and environmental damage. Policies such as investment in education and reproductive health services can help manage population challenges.
9. Policies to Promote Development |
Governments can implement various policies to foster economic development. Investing in education and healthcare builds human capital, increasing productivity and enabling innovation. For example, free primary
