This set of revision notes covers the key concepts, indicators, constraints and strategies you need to master for your examination.
1. Economic Growth vs Economic Development |
Economic growth refers to an increase in a country’s real gross domestic product (GDP) over time. It is a quantitative measure, usually expressed as the annual percentage change in real GDP, and it simply tells us that more goods and services are being produced.
Economic development is a much broader concept. It involves improvements in living standards, a reduction in absolute poverty, better health and education outcomes, greater life expectancy, more economic freedom, and a more equitable distribution of income. Development is about the quality of life, not just the quantity of output.
It is entirely possible for a country to experience economic growth without meaningful development. For instance, growth driven exclusively by oil extraction may increase GDP significantly while creating few jobs, worsening inequality, and damaging the environment. True development requires that the benefits of growth are widely shared and that structural changes occur in the economy.
2. Measuring Development: GDP per Capita and Its Limitations | 衡量发展:人均 GDP 及其局限性
GDP per capita is the total real GDP of a country divided by its population. It is frequently used as a single indicator of average income, and an increase in real GDP per capita is often taken as a sign that material living standards are improving.
However, using GDP per capita as a measure of development has significant weaknesses. It does not capture the distribution of income; a country may have a high average income while a large proportion of the population lives in poverty. It also ignores non-market activities such as subsistence farming and household work, which contribute substantially to welfare in many developing countries.
Furthermore, GDP per capita does not account for negative externalities like pollution, nor does it measure the quality of health services, education, or political freedom. Differences in the cost of living between countries also mean that nominal GDP comparisons can be misleading unless adjustments are made for purchasing power parity (PPP).
3. The Human Development Index (HDI) | 人类发展指数(HDI)
The Human Development Index, published by the United Nations Development Programme, is a composite indicator that combines three basic dimensions of human development: health, education, and standard of living. It is designed to provide a broader picture of development than income alone.
The health dimension is measured by life expectancy at birth. A higher life expectancy indicates better nutrition, healthcare, and sanitation. The education dimension is captured by two variables: mean years of schooling for adults aged 25 and older, and expected years of schooling for children of school-entry age. This reflects both the current stock of knowledge and future potential.
The standard of living dimension is measured by gross national income (GNI) per capita adjusted for purchasing power parity (PPP). Using GNI rather than GDP captures income earned by residents both domestically and from abroad, and the PPP adjustment makes cross-country comparisons more accurate. The HDI value ranges from 0 to 1, with countries classified into very high, high, medium and low human development categories.
4. Advantages and Limitations of HDI |
The HDI has several advantages as a development indicator. It combines both economic and social dimensions, giving a more complete view than GDP alone. It is relatively easy to understand, widely published, and allows comparisons between countries over time. Because it includes education and health, it encourages governments to invest in social sectors rather than merely pursuing GDP growth.
Nonetheless, the HDI has notable limitations. It does not take into account income inequality within a country, meaning that a high average income can mask large disparities. It also ignores environmental sustainability, political freedom, gender inequality, and human rights. A country with a high HDI score can still suffer from environmental degradation or restrictions on civil liberties, so the index provides only a partial portrait of development.
5. Other Development Indicators: The Multidimensional Poverty Index |
The Multidimensional Poverty Index (MPI) offers a more detailed look at deprivation at the household level. Developed by the Oxford Poverty and Human Development Initiative (OPHI) and used by the UNDP, it identifies overlapping deprivations in health, education, and living standards. A person is considered multidimensionally poor if they are deprived in at least one-third of the weighted indicators.
The MPI takes into account indicators such as child mortality, nutrition, years of schooling, school attendance, cooking fuel, sanitation, drinking water, electricity, housing, and asset ownership. By focusing on actual deprivations rather than just income, it reveals poverty that income-based measures often miss. This helps policymakers design targeted interventions for those most in need.
6. Population and Economic Development |
The relationship between population growth and economic development is complex. A rapidly growing population can put pressure on scarce resources, food supplies, housing, education, and healthcare, making it harder for a country to raise average living standards. In many low-income countries, high birth rates and falling death rates have led to a youthful population structure, creating a large dependency burden.
However, population growth does not have to be a barrier to development. If accompanied by investment in education and health, a large working-age population can create a ‘demographic dividend’ — a situation where the share of the working-age population is large relative to dependents. This can boost productivity, savings, and economic growth, as seen in parts of East Asia during their periods of rapid development.
7. The Poverty Cycle |
The poverty cycle, or poverty trap, is a self-reinforcing mechanism that keeps poor countries poor. Low real incomes lead to low savings. Low savings mean that there is little funds for investment in physical capital, technology, health, and education. Low investment results in low productivity, which in turn causes incomes to remain low, and the cycle continues.
On the demand side, low incomes also mean that the size of the domestic market is small, which discourages firms from undertaking large-scale investment. Poor health and malnutrition among workers reduce their capacity to work productively. Breaking this cycle typically requires external intervention, such as foreign aid, debt relief, or government investment in human capital and infrastructure.
8. International Aid and Development |
International aid is the transfer of resources from developed to developing countries on concessional terms. Aid can be classified in several ways. Bilateral aid is given directly from one country to another, while multilateral aid is channelled through international organisations such as the World Bank or the United Nations. Aid can also be humanitarian (emergency relief) or development aid, which aims to promote long-term economic growth and structural change.
Aid can play a vital role in filling the savings gap and the foreign exchange gap in developing countries, enabling them to invest in infrastructure, schools, and healthcare that they could not otherwise afford. However, the effectiveness of aid is debated. Tied aid, which requires the recipient to purchase goods and services from the donor country, may reduce the real value of the assistance. Critics also argue that aid can create dependency, encourage corruption, and undermine local industries if it is not well targeted.
9. Trade Strategies for Economic Development |
Developing countries have adopted different trade strategies to promote development. One approach is import substitution industrialisation (ISI), where a country protects its domestic infant industries with tariffs and quotas, aiming to produce goods that it previously imported. While ISI can help build a manufacturing base, it has often led to inefficiency, high costs, and a lack of international competitiveness in the long run.
Another strategy is export-led growth, which focuses on producing goods for the world market. Countries that have successfully followed this path, such as South Korea and Singapore, benefited from specialisation, economies of scale, and access to larger markets. They often combined export promotion with investment in education and infrastructure, making their industries competitive. Trade liberalisation and participation in regional trade blocs can also provide new opportunities, but they expose fragile economies to volatile global demand and terms of trade shocks.
10. Sustainable Development |
Sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs. It recognises that economic growth must be balanced with environmental protection and social inclusion. For developing countries, sustainable development means pursuing industrialisation without depleting natural resources irreversibly or causing severe pollution.
Environmental degradation, such as deforestation, soil erosion, and water contamination, can trap communities in poverty by destroying the natural capital on which their livelihoods depend. International agreements like the Sustainable Development Goals (SDGs) set targets for clean water, affordable energy, climate action, and responsible consumption. Governments can promote sustainability through regulation, subsidies for green technology, and education that raises awareness of environmental issues.
11. Government Policies to Promote Development |
Governments in developing countries have a range of policy tools to accelerate economic development. Investment in human capital — especially primary and secondary education, vocational training, and healthcare — raises productivity and can break the intergenerational cycle of poverty. Improved infrastructure, including transport networks, electricity grids, and digital connectivity, lowers production costs and attracts private investment.
Macroeconomic stability, achieved through prudent fiscal and monetary policy, encourages both domestic and foreign investment by reducing uncertainty. Governments can also pursue land reform to give poor farmers secure access to land, implement progressive taxation to fund public services and redistribute income, and establish special economic zones to attract export-oriented industries. International cooperation, such as debt relief and technology transfers, amplifies the impact of national policies and helps to offset the domestic resource constraints that many low-income countries face.
