In the OCR GCSE specification, you need to know that fiscal policy is demand-side policy. This means it shifts the Aggregate Demand (AD) curve. The AD curve shows the total spending in an economy at different price levels. Fiscal policy can shift AD to the right (increase in AD) or to the left (decrease in AD). The government’s fiscal stance can be described as neutral, expansionary or contractionary. A neutral fiscal policy means government spending is roughly equal to tax revenue, and changes are not intended to deliberately shift AD. You need to know the terms progressive, proportional and regressive taxation. A progressive tax takes a larger percentage of income as income rises (e.g. UK income tax bands). A proportional tax takes the same percentage from all income levels (e.g. a flat tax). A regressive tax takes a larger percentage from lower incomes (e.g. VAT, because spending as a share of income is higher for the poor).

Government spending makes up a significant portion of GDP in most developed economies. It is divided into current spending and capital spending. Capital spending can boost the economy’s productive capacity in the long run by increasing the quantity and quality of capital stock.

Transfer payments, such as state pensions, child benefit and universal credit, do not count directly as government spending in GDP (they are transfers of income rather than purchases of goods and services). However, they still influence AD because they increase household disposable income, thereby boosting consumption (C). You should be careful to distinguish between government spending on goods and services (which directly adds to G) and transfer payments (which indirectly affect C).
