1. What is Unemployment? | 什么是失业?

Unemployment refers to people who are willing and able to work, actively seeking work, but unable to find employment. It does not include those who are not looking for work, such as full-time students, retired people, or those unable to work due to disability or sickness. The labour force (or workforce) consists of the employed plus the unemployed.

Unemployment rate (%) = (Number of unemployed ÷ Labour force) × 100

A falling unemployment rate is generally a sign of a healthy economy, but the rate can hide underemployment (people working part-time but wanting full-time work) and discouraged workers who have stopped looking and thus are no longer counted in the labour force.

In the UK, unemployment is measured mainly by two methods. The Claimant Count counts the number of people claiming unemployment-related benefits, such as Jobseeker’s Allowance. The Labour Force Survey (LFS), based on International Labour Organisation (ILO) standards, surveys households to find people who are without a job, want a job, have actively sought work in the last four weeks, and are available to start within the next two weeks. The government favours the LFS as the official measure.

The table above compares the two methods. For GCSE WJEC, you should be able to explain why the LFS is generally preferred but also recognise why the Claimant Count is still used for quick estimates. Both measures can produce different figures, and understanding their limitations is often tested.

3. Types of Unemployment: An Overview | 失业类型概览

Economists categorise unemployment into several types based on its causes. The main types relevant to your GCSE are frictional, structural, cyclical (also called demand-deficient), and seasonal unemployment. Understanding these types helps suggest the most appropriate policies to reduce unemployment.

Frictional unemployment occurs when workers are between jobs or are searching for their first job. For example, a graduate taking a few months to find a suitable position is frictionally unemployed.

5. Structural Unemployment | 结构性失业

Structural unemployment arises from a mismatch between the skills workers have and the skills employers demand, or a mismatch between where workers live and where jobs are located. This type is often long-term and can be caused by deindustrialisation, technological change making certain jobs obsolete, or regional decline. For instance, the decline of coal mining in some areas left miners structurally unemployed because their skills were no longer needed locally.

6. Cyclical (Demand-Deficient) Unemployment | 周期性(需求不足)失业

Cyclical unemployment occurs when there is insufficient aggregate demand (AD) in the economy to create jobs for everyone who wants to work. It rises in a recession when consumer spending, investment, and exports fall, causing firms to cut back on production and lay off workers. This type of unemployment is directly linked to the negative output gap.

Seasonal unemployment is predictable and occurs because demand for labour changes at different times of the year. For example, tourism-related jobs may decline in the winter, and agricultural workers are needed only during harvest seasons. Retail also sees a temporary spike in employment around holidays.

Unemployment has serious consequences for individuals, businesses, the government, and society. For individuals, loss of income reduces living standards and can lead to debt, stress, and health problems. Long-term unemployment can erode skills and motivation, making it harder to find future work.

9. Policies to Reduce Unemployment | 减少失业的政策

Policies to reduce unemployment depend on the type of unemployment. For cyclical unemployment, demand-side policies are most effective. Expansionary fiscal policy can include the government cutting income tax or VAT to encourage consumer spending, and increasing spending on public projects to create jobs directly. Expansionary monetary policy – for example, the Bank of England lowering the Bank Rate – makes borrowing cheaper, encouraging investment and consumption.
