Scarcity refers to the fundamental condition that exists when unlimited wants exceed limited resources. This gap between wants and available resources forces individuals, firms, and governments to make choices.

In contrast, a shortage is a temporary situation in which the quantity demanded of a good or service exceeds the quantity supplied at a given price. Shortages can be resolved by changing the price or increasing production.

To produce goods and services, an economy requires inputs known as the factors of production. There are four categories, each with a corresponding reward:

6. The Production Possibility Curve (PPC) | 生产可能性曲线

The PPC is a key diagram in the scarcity topic. It shows the maximum possible output combinations of two goods or types of goods that an economy can produce with all its resources fully and efficiently employed. Points on the curve are efficient, while points inside the curve show underemployment or inefficiency. Points outside the curve are currently unattainable given the existing resource and technology constraints.

Opportunity cost is directly illustrated by the PPC. A movement along the curve from one combination to another involves sacrificing some quantity of one good to obtain more of the other. The opportunity cost is measured by the slope of the PPC at that point. In a linear PPC, opportunity cost is constant; in a concave PPC, it increases as more of one good is produced.

The PPC can shift outwards or inwards depending on changes in the quantity or quality of productive resources, or technological progress. An outward shift means economic growth – the economy can now produce more of both goods. Key causes include:

An inward shift may occur due to natural disasters, war, or a fall in the size or quality of the workforce, representing a decline in productive potential.

9. Economic Growth and the PPC | 经济增长与 PPC

Economic growth is defined as an increase in an economy’s capacity to produce goods and services, shown by an outward shift of the PPC. This does not mean the economy is necessarily producing more – it means it has the potential to produce more if resources remain fully employed. Actual growth occurs when the economy moves from a point inside the PPC towards the curve, utilising previously idle resources.

Normative statements are subjective, value‑based opinions that involve a judgement – e.g. “The government should reduce unemployment”.
