Scarcity is the fundamental economic problem that arises because resources are limited while human wants are unlimited. This forces individuals, firms, and governments to make choices about how to allocate these resources. All economic questions stem from this basic condition. Understanding scarcity and the consequent need for choice is the starting point for mastering economics at IB and WJEC level.

1. The Basic Economic Problem | 基本经济问题

All societies face the basic economic problem: resources are insufficient to meet human wants. This creates a permanent condition of scarcity. Economics is the study of how people make decisions to cope with this problem.

This fundamental problem gives rise to three key questions that every economy must answer: What goods and services should be produced? How should they be produced? For whom should they be produced?

2. Defining Scarcity | 稀缺性的定义

Scarcity refers to the situation where the availability of resources is insufficient to satisfy all wants and needs. It is a relative concept: even in wealthy societies, resources are finite relative to ever-growing desires. Scarcity is not the same as a shortage, which is a temporary market condition.

Scarcity persists at all income levels because human wants are unlimited. As soon as one want is satisfied, new ones emerge, so scarcity can never be fully eliminated.

3. Unlimited Wants vs Limited Resources | 无限欲望与有限资源

Human wants are insatiable and constantly evolving. From basic needs for food and shelter to desires for luxury goods and experiences, the list of wants is endless. Meanwhile, resources such as land, labour, capital and entrepreneurship are limited in both quantity and quality.

人的欲望贪得无厌并不断变化。从基本的食住需求到对奢侈品和体验的渴望,欲望无止境。同时,土地、劳动力、资本和企业家才能等资源的数量和质量都有限。

This gap between unlimited wants and limited resources is the root of scarcity. It forces economic agents–households, firms and governments–to make choices and face trade-offs.

4. Factors of Production | 生产要素

Resources used to produce goods and services are called factors of production. They are grouped into four categories: land (all natural resources), labour (human effort, both physical and mental), capital (man-made aids to production, such as machinery and tools), and entrepreneurship (the willingness to take risks and innovate to combine the other factors).

All factors of production are scarce; there are never enough of them to produce everything society desires. This scarcity gives each factor a price in the market.

5. Choice and Opportunity Cost | 选择与机会成本

Because scarcity forces us to choose, every decision involves an opportunity cost. Opportunity cost is defined as the value of the next best alternative forgone when a choice is made. It is a core concept in economic decision-making.

For example, if a government uses land to build a hospital, the opportunity cost is the housing or park that could have been built on that land. For an individual, choosing to spend money on a new phone means sacrificing a holiday or savings.

6. The Production Possibility Frontier (PPF) | 生产可能性边界 (PPF)

The production possibility frontier (PPF) is a diagrammatic model that illustrates scarcity, choice and opportunity cost. It shows the maximum attainable combinations of two goods (or two groups of goods) an economy can produce when all resources are fully and efficiently employed, given the existing technology.

生产可能性边界 (PPF) 是一个图解模型,用来说明稀缺性、选择和机会成本。它展示了一个经济体在充分利用并有效利用所有资源、且给定现有技术的情况下,所能生产的两种商品(或两类商品)的最大可达成组合。

Points on the PPF curve represent productive efficiency. Points inside the curve indicate underutilisation or unemployment of resources. Points outside the PPF are unattainable with current resources and technology, directly demonstrating scarcity.

PPF 曲线上的点代表生产效率。曲线内部的点表示资源未充分利用或失业。PPF 外部的点在当前资源和技术下无法实现,直接展示了稀缺性。

The PPF is typically drawn concave to the origin, reflecting the law of increasing opportunity cost. As an economy shifts resources from producing one good to another, the opportunity cost rises because resources are not equally efficient in all uses.

PPF 通常画成凹向原点,反映机会成本递增规律。当经济体将资源从一种商品的生产转向另一种商品时,机会成本上升,因为资源并非在所有用途中效率相同。


7. Illustrating Scarcity, Choice and Opportunity Cost on the PPF | 用PPF说明稀缺性、选择与机会成本

Scarcity is shown by the very existence of the frontier; any combination beyond the curve cannot be produced. Choice is demonstrated by the need to pick a specific point on the PPF–society must decide how to allocate its scarce resources between the two outputs.

稀缺性通过边界本身的存在得以体现;曲线之外的任何组合都无法生产。选择则表现为需要挑选 PPF 上的一个特定点——社会必须决定如何在两种产出之间分配稀缺资源。

Moving along the PPF illustrates opportunity cost. For instance, to produce more consumer goods, an economy must reduce its output of capital goods. The absolute slope of the PPF at any point gives the marginal opportunity cost. Formally:

Opportunity Cost = |ΔY/ΔX|

where ΔY is the quantity of the good sacrificed, and ΔX is the quantity gained of the other good. A concave PPF means that the ratio |ΔY/ΔX| increases as more of X is produced.

8. Efficiency and Underutilisation | 效率与未充分利用

Points on the PPF are productively efficient: all inputs are used to their maximum potential, and no resources are idle. An economy operating on its PPF achieves full employment of resources.

Points inside the PPF, such as during a recession or when there is structural unemployment, represent underutilisation. The economy is producing less than its potential. This is inefficient and implies an opportunity cost in terms of lost output.

9. Economic Growth and the PPF | 经济增长与PPF

Economic growth is represented by an outward shift of the PPF. This occurs when an economy’s productive capacity expands–due to an increase in the quantity or quality of factors of production, or due to technological advancements.

For example, the discovery of new oil reserves (land), improvements in education and training (labour quality), investment in new machinery (capital), or innovation (entrepreneurship) can all shift the PPF outward. This enables society to produce more of all goods, alleviating scarcity to some degree.

10. Free Goods vs Economic Goods | 免费物品与经济物品

An economic good is any good or service that is scarce and has an opportunity cost in production or consumption. Most things we use–from food to smartphones–are economic goods. They command a positive price in the market.

A free good, in contrast, is available in unlimited supply and has zero opportunity cost. Examples include air (in most locations), sunlight, and seawater used for cooling. These are not normally traded in markets.

The distinction matters because economics focuses on the allocation of scarce resources. Free goods require no economic decision-making, whereas economic goods force trade-offs.

Every economic system–whether free-market, centrally planned, or mixed–must confront scarcity. The difference lies in how choices are made and who makes them.

12. Policy Implications of Scarcity | 稀缺性的政策含义

Scarcity forces governments to prioritise. Every public spending decision carries an opportunity cost. For instance, investing in renewable energy may mean less funding for infrastructure repairs. Policymakers must evaluate trade-offs to maximise social welfare.

Scarcity also underpins the issue of sustainability. Using finite natural resources today reduces the PPF of future generations, creating intertemporal opportunity costs. This is central to debates on climate change and resource conservation.
