Trade unions are a central topic in the IGCSE WJEC Economics labour market section. Candidates must be able to define unions, explain collective bargaining, analyse their effect on wages and employment using supply and demand, and evaluate the arguments for and against their power. This revision guide covers all the key points, models and exam tips you need.

1. What are Trade Unions? |

A trade union is a formal organisation of workers that aims to protect and improve its members’ real wages, working conditions, job security and other terms of employment. Unions use collective action, such as bargaining with employers, to achieve their goals. If negotiations fail, they may take industrial action, including strikes or work-to-rule.

In the WJEC IGCSE Economics specification, trade union activity is studied within the context of labour market interventions. Students must be able to illustrate and explain how union-negotiated wages can diverge from the competitive equilibrium, and consider both the microeconomic and wider economic effects.

2. Types of Trade Unions |

Several types of trade union exist, each representing different groups of workers. The main categories are:

Craft (or trade) unions: These represent workers with a particular skill or trade, such as electricians or plumbers. They often control entry into the profession.

Industrial unions: These cover all workers within a particular industry, regardless of their specific role, for example the National Union of Mineworkers.

General unions: These represent workers from many different occupations and industries, such as Unite or GMB in the UK. They have very large, diverse memberships.

White-collar unions: These are for professional, administrative or managerial staff, for example unions for teachers, nurses or civil servants.

3. Collective Bargaining |

Collective bargaining is the negotiation process between trade unions (representing employees) and employers or employers’ associations over pay, working hours, conditions and other employment matters. It replaces individual negotiation, giving workers greater bargaining power through solidarity.

If collective bargaining fails to reach an agreement, a dispute can arise. Unions may ballot their members for industrial action, which can range from an overtime ban to a full strike. The threat of disruption is often enough to bring employers back to the table.

The outcome of collective bargaining can result in a wage rate set above the market-clearing level, which then leads to the analysis of union power in the labour market using demand and supply diagrams.

4. How Trade Unions Influence Wages |

Trade unions can push wages above the competitive equilibrium through several mechanisms:

Restricting labour supply: By controlling entry into a profession (e.g. requiring certain qualifications or limiting apprenticeships), unions shift the supply curve of labour to the left. This raises the equilibrium wage but reduces the quantity of labour employed.

Increasing the demand for labour: Unions may try to increase the demand for their members by improving productivity through training, or by campaigning for import restrictions to boost demand for domestically produced goods. A rightward shift in labour demand increases both wages and employment.

Setting a minimum wage above the equilibrium: Through collective bargaining, a union can agree a wage floor with an employer that is higher than the market rate. This can operate like a minimum wage, creating a wage rigidity and potential excess supply of labour.

5. Analysis Using Labour Market Diagrams |

In a perfectly competitive labour market, the initial equilibrium wage is Wₑ and the equilibrium employment level is Lₑ, where labour demand (DL = marginal revenue product) equals labour supply (SL).

If a trade union successfully secures a wage rate W₁ > Wₑ, the quantity of labour supplied increases to Ls while the quantity of labour demanded falls to Ld. This creates an excess supply of labour equal to Ls − Ld, which represents classical unemployment. The job losses are greater the more elastic the demand for labour.

However, if the union also succeeds in shifting the labour demand curve to the right (for instance through productivity gains), the new equilibrium can occur at a higher wage and a higher employment level, reducing or eliminating the unemployment effect.

Examiners expect you to draw and explain these diagrams, and to use elasticity concepts to evaluate the extent of the employment impact. A ‘high road’ strategy where unions boost productivity can lead to a win-win outcome.

6. Trade Union Membership and Density |

Trade union density measures the proportion of the workforce that belongs to a union. In many developed economies, union density has declined over recent decades. For example, in the UK density fell from over 50% in the 1970s to around 23% by 2020, though public-sector membership remains higher.

Reasons for the decline include the shrinking of traditionally unionised manufacturing industries, the growth of part-time and gig-economy jobs, changes in government legislation making it harder to organise, and a rise in flexible working practices where employers communicate directly with staff.

Trade union density is important because it affects the bargaining power of unions: a union with high density can impose greater costs on an employer during a dispute.

7. Factors Affecting Trade Union Strength |

Several factors determine the power and effectiveness of a trade union:

Union density and membership: A larger, more united membership gives the union more credibility in threatening disruption.

Legal framework: Laws can either protect union activities (e.g. the right to strike) or restrict them (e.g. banning secondary picketing). The UK has seen both union-friendly and restrictive legislation over the past fifty years.

Economic conditions: In a recession with high unemployment, union power diminishes because workers are more afraid of losing their jobs and there is a large pool of substitute labour. In a tight labour market, union power increases.

Globalisation and technology: Firms can outsource production to countries with cheaper, non-unionised labour, which weakens domestic unions. Automation can also replace unionised workers, reducing their bargaining leverage.

Public support and political climate: Unions with broad public sympathy and a supportive government can achieve more, while a hostile political environment limits their influence.

8. Advantages and Disadvantages of Trade Unions |

It is essential to evaluate both sides of trade union activity for high-mark exam questions.

Advantages:

优点:

Higher wages and better conditions: Unions can raise members’ real pay, reduce working hours and improve workplace safety, boosting living standards and morale.

Reduce income inequality: By compressing the wage distribution between the lowest and highest paid workers, unions can help distribute income more evenly.

Voice and representation: Unions provide a collective voice, protecting workers from unfair dismissal and discrimination, and ensuring that employers address grievances.

Productivity gains: Where unions cooperate with management on training and work organisation, productivity can rise, benefitting both the firm and workers.

Disadvantages:

Unemployment risk: Pushing wages above the equilibrium may cause firms to shed labour, especially where demand is wage-elastic. The jobless are often those least able to afford it.

Cost-push inflation: If widespread union power pushes up wages across the economy without corresponding productivity gains, firms may pass on higher costs as higher prices, fuelling inflation.

Lost competitiveness: Higher labour costs can make domestic firms less competitive internationally, potentially leading to a loss of exports and jobs.

Industrial conflict: Strikes and other action disrupt production, damage customer relationships and can lead to permanent job losses. Days lost due to strikes are a clear economic cost.

Inefficiency: Seniority-based pay and restrictive practices can reduce labour market flexibility, making it harder for firms to adapt to changing market conditions.

9. Government Policies and Trade Unions |

Government intervention can dramatically shape the legal environment in which unions operate. In the UK during the 1980s, Conservative governments introduced legislation that required pre-strike ballots, abolished closed shops (where union membership was compulsory), and made secondary action unlawful. These reforms significantly reduced union power and membership.
