1. The Basic Economic Problem & Factors of Production | 基本经济问题与生产要素

The fundamental economic problem is that resources are scarce but human wants are unlimited. This forces every society to answer three questions: What to produce? How to produce? For whom to produce?

Scarcity gives rise to opportunity cost – the value of the next best alternative forgone when a choice is made. Consumers, firms, and governments all face opportunity costs.

The four factors of production are land (natural resources), labour (human effort), capital (man-made goods used in production), and enterprise (the willingness to take risks and organise the other three factors).

Economic systems range from command (government decides) to free market (individuals and firms decide) – most real economies are mixed economies.

2. The Market Mechanism: Demand and Supply | 市场机制:需求与供给

Demand is the quantity of a good consumers are willing and able to buy at various prices over a period of time. The law of demand states that, ceteris paribus, as price rises, quantity demanded falls.

A demand curve shifts to the right (increase in demand) due to factors such as rising income (for normal goods), changing tastes, price of substitutes, price of complements, and population growth.

The market demand equation can be written as:

Qd = a – bP

Supply shows the quantity producers are willing to sell at various prices. As price rises, quantity supplied rises – the upward-sloping supply curve.

Shifts in supply are caused by changes in costs of production, technology, indirect taxes or subsidies, and the number of sellers. Equilibrium occurs where demand equals supply, determining the market-clearing price.

Price elasticity of demand (PED) measures the responsiveness of quantity demanded to a change in price.

Factors affecting PED: number of substitutes, degree of necessity, time period, and proportion of income spent.

Price elasticity of supply (PES) = %ΔQs ÷ %ΔP. It depends on production time, spare capacity, and the ease of storing inventory.

Income elasticity of demand (YED) = %ΔQd ÷ %ΔY. Normal goods have positive YED; inferior goods have negative YED. Luxury goods have YED > 1.

4. Market Failure and Government Intervention | 市场失灵与政府干预

Market failure occurs when the free market fails to allocate resources efficiently, leading to overproduction or underproduction of goods.

Types of market failure include: negative externalities (e.g. pollution, where social cost > private cost), positive externalities (e.g. education, where social benefit > private benefit), public goods (non-rival and non-excludable), and information gaps.

Governments intervene through indirect taxation (to internalise externalities), subsidies (to encourage merit goods), regulation, tradable pollution permits, and direct provision of public goods.

Government failure can occur when intervention leads to unintended consequences, such as excessive administration costs, distorted price signals, or unintended side effects.

5. Macroeconomic Objectives and Indicators | 宏观经济目标与指标

Governments typically pursue four main macroeconomic objectives: low and stable inflation, high and sustained economic growth, low unemployment, and a satisfactory balance of payments on current account.

Additional objectives may include equitable income distribution and environmental sustainability. Key indicators are measured by GDP (growth), CPI/RPI (inflation), unemployment rate, and current account balance.

Economic growth is measured by the percentage change in real GDP. Real GDP adjusts for inflation, providing a better picture of actual output change.

Inflation is a sustained increase in the general price level. Deflation is a sustained fall. The UK target is 2% CPI (Consumer Prices Index).

Unemployment measures those who are willing and able to work but cannot find a job. Main types include cyclical, structural, frictional, and seasonal.

6. Economic Growth | 经济增长

Economic growth is an increase in the productive potential of an economy, shown by an outward shift of the Production Possibility Frontier (PPF) or a rightward shift of the Long-run Aggregate Supply (LRAS).

Causes of growth include: increases in the quantity or quality of factors of production, technological progress, investment, improved education and training, and infrastructure development.

Benefits of growth: higher living standards, increased employment, greater tax revenue for public services. Drawbacks: possible inflation, environmental degradation, and income inequality.

Short-run growth can be driven by rising aggregate demand (AD), while long-run sustainable growth requires an increase in aggregate supply (AS).

7. Unemployment | 失业

Unemployment rate = (number of unemployed ÷ labour force) × 100. The claimant count and the Labour Force Survey are two main measures in the UK.

  • Cyclical (demand-deficient) unemployment – caused by a lack of aggregate demand during a recession. 周期性失业——经济衰退时总需求不足引起。

Consequences include lost output, lower tax revenue, increased government spending on benefits, and negative social impacts (poverty, health problems).

Policies to reduce unemployment: expansionary fiscal/monetary policy for cyclical; education, retraining, and investment in infrastructure for structural; improving job information for frictional.

8. Inflation | 通货膨胀

Inflation is a sustained rise in the average price level. The UK uses the Consumer Prices Index (CPI) and Retail Prices Index (RPI). CPI excludes housing costs; RPI includes them.

通货膨胀是平均价格水平的持续上涨。英国使用消费者价格指数(CPI)和零售价格指数(RPI)。CPI 不含住房成本,RPI 包括。

Demand-pull inflation occurs when aggregate demand grows faster than aggregate supply, pulling prices up. Cost-push inflation arises from increased costs of production (e.g. higher wages, raw materials, or imported inflation).

Monetary policy – mainly changes in the base interest rate by the Bank of England – is the primary tool to control inflation. A higher rate reduces borrowing, cooling AD.

9. Government Policies: Fiscal, Monetary, Supply-side | 政府政策:财政、货币与供给侧政策

Fiscal policy uses government spending and taxation to influence the economy. Expansionary fiscal policy involves higher spending or lower taxes; contractionary involves the opposite.

10. International Trade and Globalisation | 国际贸易与全球化

International trade allows countries to specialise according to comparative advantage, producing goods at a lower opportunity cost and trading for mutual gain.

The balance of payments records a country’s transactions with the rest of the world. The current account includes trade in goods, services, primary income, and secondary income. A deficit means imports exceed exports.

Exchange rates express the value of one currency in terms of another. A depreciation (fall) makes exports cheaper and imports dearer, improving the trade balance if demand is elastic. An appreciation has the opposite effect.

Globalisation is the increasing integration of economies through trade, investment, and technology. Multinational corporations (MNCs) operate in multiple countries. Benefits include lower prices, greater choice, technology transfer. Drawbacks include job losses in high-cost countries and potential exploitation.

Protectionism uses tariffs, quotas, and non-tariff barriers to shield domestic industries. It can protect jobs but often raises prices and limits consumer choice.
