Conversely, highly elastic supply means a small drop in price causes a large withdrawal of supply, worsening the shortage. For a price floor, elastic demand leads to a large fall in quantity demanded, making the surplus larger and the deadweight loss greater. Elastic supply amplifies the surplus. IB and OCR exam questions often use elasticity to explain why some price controls cause more damage than others.

However, price controls invariably distort market signals, leading to resource misallocation, black markets, and administrative costs. Alternative policies, such as subsidies to consumers (vouchers) or direct income support to producers, can achieve similar distributional goals with fewer efficiency losses. A developed evaluation will compare the effectiveness of different interventions and consider the specific market context, including elasticity of demand and supply and the presence of market power on the buyer or seller side.

However, government failure can occur when the intervention itself creates new inefficiencies, such as deadweight loss, misallocation, or administrative burden, that outweigh the original market failure. Policy-makers must therefore carefully assess whether price controls will indeed improve economic welfare or merely replace one problem with another.
