1. What Is Politics? |

Politics is about how people make decisions in groups, and how power and resources are shared within a community, a country or between nations. It involves debating ideas, resolving conflicts and agreeing on rules that everyone must follow. When we hear the word ‘politics’, we might think of elections, parliaments or prime ministers, but politics also happens in schools, families and neighbourhoods whenever people negotiate or make collective choices.

At its simplest, politics answers the question: ‘Who gets what, when and how?’ For example, a school council deciding how to spend a small budget is practising politics. Learning about politics helps you understand why some voices are louder than others, how laws shape society, and why it matters to participate in decisions that affect your life.

2. Power, Authority and Influence |

Power is the ability to make others do something they might not otherwise do. In politics, power can come from many sources: being elected, holding a particular position, controlling resources or simply having the trust of many people. Authority is a special type of power that is seen as legitimate or rightful. A police officer has authority because society has agreed to give them certain powers; a dictator may have power but not authority because their rule is not accepted as fair.

Influence is a softer form of power – it is the ability to shape someone’s opinions or actions without force. Campaign groups, the media and even popular celebrities can have great influence. Understanding the difference between power, authority and influence helps us analyse who really makes decisions in a society.

3. Types of Government |

Governments are the systems through which a country is ruled and organised. Throughout history and across the world, different types of government have emerged. In a democracy, citizens have a say in decision-making, usually by voting for representatives. In a monarchy, a king or queen may be the head of state, though today many monarchies, like the United Kingdom, are constitutional, meaning the monarch’s powers are limited by law and a parliament actually governs.

By contrast, in an authoritarian or dictatorial regime, power is concentrated in the hands of one person or a small group, and citizens have little freedom to oppose decisions. An oligarchy is rule by a wealthy elite. We also use the term ‘theocracy’ to describe a government based on religious authority. Recognising these types prepares you to compare different political systems.

4. Democracy and Its Principles |

Democracy comes from the Greek words ‘demos’ (people) and ‘kratos’ (rule). Democracy means ‘rule by the people’. It is built on several core principles: popular sovereignty (the people are the ultimate source of political power), political equality (every citizen’s vote carries equal weight), majority rule balanced by minority rights, and free and fair elections that allow a regular transfer of power.

Another vital democratic principle is the protection of individual freedoms, such as freedom of speech, the right to a fair trial and freedom to protest peacefully. In a healthy democracy, citizens also have responsibilities, including staying informed, respecting different viewpoints and obeying the law. These principles work together to prevent any one person or group from holding too much power.

5. Rights and Responsibilities of Citizens |

Rights are entitlements that protect individuals’ freedoms and ensure they are treated fairly. In the United Kingdom, many rights are protected by law, such as the right to education, the right to vote (for those over 18), and the right to express opinions without unreasonable interference. Some rights are called ‘human rights’ because they belong to every person regardless of nationality – the UN Universal Declaration of Human Rights lists key examples like the right to life and the right to equality before the law.

With rights come responsibilities. If we have the right to free speech, we have the responsibility to use it without spreading hatred or lies. If we have the right to vote, we have the responsibility to learn about the candidates and issues. Responsible citizens also obey the law, pay taxes when they are adults, serve on juries if called, and respect the rights of others. This balance keeps society fair and safe.

6. The British Parliament |

The United Kingdom’s Parliament is the supreme legislative body, meaning it makes and passes laws. It is bicameral, consisting of two houses: the House of Commons and the House of Lords. The House of Commons is made up of Members of Parliament (MPs) elected by the public in general elections. The political party with the most MPs usually forms the government, and its leader becomes the Prime Minister. The House of Commons is where most new laws are debated and where the government is held to account through questions and scrutinies.

The House of Lords is the second chamber and is not elected. It includes life peers appointed for their expertise, bishops, and some hereditary peers. The Lords review and suggest changes to bills from the Commons, but their power to block laws is limited. The monarch (currently the King) plays a ceremonial role in opening Parliament and giving Royal Assent to bills, but in practice, the monarch acts on the advice of ministers and does not interfere in daily politics.

7. How a Law Is Made | 法律如何制定

The process of making a new law is called the legislative process. It usually starts with a proposal known as a bill. Most bills are introduced by the government, but individual MPs can also propose Private Members’ Bills. A bill must go through several stages in both the House of Commons and the House of Lords before it can become an Act of Parliament.

The typical journey is: First Reading (formal introduction), Second Reading (main debate on principles), Committee Stage (detailed examination and amendments), Report Stage (further review), and Third Reading (final debate). The bill then passes to the other House for a similar process. If both Houses agree, the bill is sent to the monarch for Royal Assent, after which it becomes law. This careful process ensures that laws are thoroughly checked.

8. Local and National Government |

In the United Kingdom, political power is divided between national government (also called central government) and local government. National government, based in Westminster, is responsible for matters that affect the whole country: defence, foreign policy, the National Health Service in England, immigration and major economic decisions. Local government, such as county, district, or parish councils, deals with services like schools, local roads, waste collection, libraries and planning permissions.

Local councils are funded partly by council tax paid by residents and partly by grants from national government. Councillors are elected by local communities. Understanding this division helps us see why some decisions, like building new homes, are made by local planners, while others, like declaring war, remain at national level. The idea of devolution also means that Scotland, Wales and Northern Ireland have their own parliaments or assemblies with powers over areas like education and health.

9. Elections and Voting |

Elections are the main way citizens choose who will represent them. In a UK general election, voters in each constituency (voting area) elect one MP to represent them in the House of Commons. This system is called ‘First Past the Post’: the candidate with the most votes wins, even if they do not receive more than half of all votes. General elections must be held at least every five years, but the Prime Minister can request an earlier election under certain rules.

To vote in the UK, you must be registered and be 18 years or older on polling day. Voting takes place in polling stations, and most people cast their ballot secretly. Some groups, such as peers in the House of Lords, prisoners serving a sentence, and people under 18, are not eligible to vote. Free and fair elections are a cornerstone of democracy, so it is important to understand the system and think about why every vote matters.

10. Political Parties and Ideologies |

A political party is an organised group of people who share similar ideas about how the country should be run. Parties put forward candidates in elections, publish manifestos explaining their plans, and if they win enough seats, they form the government. The UK has a long-standing party system. The Conservative Party traditionally emphasises individual freedom, private enterprise and cautious public spending, while the Labour Party was founded to represent working people and often supports stronger public services and workers’ rights.

There are also other important parties, such as the Liberal Democrats, who often focus on civil liberties and environmental issues, and nationalist parties like the Scottish National Party (SNP) which campaigns for Scottish independence. Political ideologies are the sets of core beliefs behind parties, such as socialism, conservatism, liberalism, and environmentalism. Identifying these helps you understand why parties propose different policies.

11. Media, Public Opinion and Participation |

In modern politics, the media – including television, newspapers, radio and social media – plays a huge role in shaping public opinion. It can inform citizens about current events, investigate government actions and provide a platform for debate. However, media can also be biased, selecting which stories to highlight and how to present them. Critical thinking is therefore essential when consuming political news.

Political participation goes beyond elections. Citizens can join political parties, campaign on issues, sign petitions, take part in peaceful demonstrations, or contact their MP to express concerns. Social media has created new ways to engage, but it also spreads misinformation. A healthy democracy depends on active, informed citizens who can tell fact from opinion and who use their voice responsibly.

12. Global Connections and the Role of International Organisations |

Politics does not stop at a country’s borders. Nations work together through international organisations to solve problems that no single country can tackle alone. The United Nations (UN) brings together nearly every country to promote peace, human rights, and cooperation. The North Atlantic Treaty Organization (NATO) is a military alliance for collective defence. The Commonwealth is a voluntary association of 56 countries, many of which were once part of the British Empire, working together on shared goals.

The United Kingdom was once a member of the European Union (EU) but left in 2020 – an event known as Brexit. Understanding such global links helps Year 7 students see how politics in one country can affect others. Topics such as climate change, trade and human rights are now regularly discussed across borders, so political education always has a global dimension.
