1. What is Politics? |

Politics is the way in which people make decisions about how a country or community is run. It involves debate, negotiation and the exercise of power. Politics happens not only in parliaments and councils, but also in schools, workplaces and families whenever people decide who gets what, when and how.

At its heart, politics is about resolving conflicts over resources and values peacefully. It provides a set of rules and institutions through which different opinions can be heard, and collective decisions can be made. Without politics, societies would struggle to make fair and consistent choices.

  • Politics helps allocate limited resources such as money, land and public services.

  • It determines the laws that everyone must follow and the punishments for breaking them.

  • Understanding politics empowers citizens to influence decisions that affect their lives.

2. Types of Government |

Governments can be classified according to who holds power and how they exercise it. The two broadest categories are democracy and authoritarianism. In a democracy, the people have the ultimate authority, while in an authoritarian system, power is concentrated in the hands of one person or a small group.

Many countries combine elements of different systems. For example, the United Kingdom is a constitutional monarchy and a parliamentary democracy. The monarch is the head of state, but elected representatives make the laws. Other types include absolute monarchy, one-party states and military rule.

Type of Government Key Feature Example
Democracy Citizens vote to choose leaders United Kingdom, India
Constitutional Monarchy Monarch’s powers limited by law United Kingdom, Japan
Absolute Monarchy Monarch has total control Saudi Arabia
One-Party State Only one political party allowed China, North Korea

3. Democracy: Principles and Practice |

Democracy is built on the idea that power should come from the people. This means that citizens have the right to take part in the political process, usually by voting in free and fair elections. A healthy democracy also protects basic freedoms such as speech, assembly and the press.

Key principles of democracy include popular sovereignty, political equality, majority rule with minority rights, and the rule of law. These principles ensure that no single group can dominate forever, and that everyone’s voice can be heard. Regular elections allow people to hold their government accountable.

In a representative democracy like the UK, citizens elect Members of Parliament (MPs) to make decisions on their behalf. This system is practical for large populations, but it requires that representatives genuinely listen to their constituents. Direct democracy, where people vote on every issue, is still used in some places for referendums.

4. Authoritarian Rule |

Authoritarian governments restrict political freedoms and do not allow genuine competition for power. Leaders may use the military, secret police or censorship to stay in control. In such systems, citizens often have no effective way to change their rulers or influence policy.

Authoritarian regimes can take many forms, including dictatorships, absolute monarchies and one-party states. They might come to power through force or manipulate elections to maintain a facade of legitimacy. Opposition parties are often banned, and the media is tightly controlled to spread only government views.

Although authoritarian governments can sometimes achieve rapid economic growth or maintain order, they typically violate human rights and suppress dissent. Citizens who protest risk imprisonment or worse. The lack of accountability often leads to corruption and poor long-term decisions.

5. Citizenship, Rights and Responsibilities |

Citizenship is the legal status that gives a person membership in a particular country. It brings with it certain rights that are protected by law, such as the right to vote, the right to a fair trial and the right to freedom of expression. In return, citizens are expected to fulfil certain responsibilities.

Rights can be divided into civil, political and social categories. Civil rights protect individual freedoms; political rights allow participation in politics; social rights ensure a basic standard of living, such as education and healthcare. The UK Human Rights Act 1998 incorporated many of these into domestic law.

Responsibilities of citizenship include obeying the law, paying taxes, serving on a jury when called and respecting the rights of others. Active citizenship means going beyond the minimum, for example by volunteering, staying informed and voting. A strong democracy depends on responsible, engaged citizens.

6. Elections and Voting |

Elections are the central mechanism through which citizens choose their representatives in a democracy. They must be free from intimidation, fairly administered, and open to all eligible adults. In the UK, general elections are held at least every five years to elect the House of Commons.

The voting system used in UK general elections is First Past the Post (FPTP). In each constituency, the candidate with the most votes wins a seat, even if they do not win more than half of the votes. This system tends to produce strong, single-party governments but can be less proportional.

Seats won ≠ Share of national vote

Other voting systems, like Proportional Representation (PR), are used in Scotland and Wales for some elections. PR aims to match the percentage of seats a party gets to the percentage of votes it receives. Each system has advantages and drawbacks in terms of fairness, local representation and government stability.

7. The Role of Parliament |

The UK Parliament is the supreme legislative body, consisting of the House of Commons, the House of Lords and the monarch. Its main functions are to make laws, scrutinise the government, debate important issues and approve the budget. Parliament is where the voice of the people is turned into action.

The House of Commons is the elected chamber, made up of 650 MPs. The party with the majority of seats usually forms the government, and its leader becomes the Prime Minister. The opposition parties challenge the government and offer alternative policies, ensuring that decisions are questioned and examined.

The House of Lords is an unelected chamber that revises legislation and provides expertise. Its members, known as peers, check bills passed by the Commons and can suggest amendments. Although the Lords cannot permanently block most laws, it plays a vital role in improving and delaying legislation.

8. Prime Minister and Cabinet |

The Prime Minister (PM) is the head of the UK government and is usually the leader of the largest party in the House of Commons. The PM chooses senior MPs and peers to form the Cabinet, which is the central decision-making body in the executive branch. Together they are responsible for running the country.

The Cabinet includes ministers responsible for major departments such as health, education, defence and the Treasury. Cabinet meetings are held privately, and the convention of collective ministerial responsibility means that all members must publicly support the government’s decisions, or resign.

The PM has significant powers: they set the government’s policy direction, represent the UK internationally, and can ask the monarch to dissolve Parliament before an election. However, their power is constrained by their own party, the Cabinet and Parliament. A PM who loses the confidence of their party can be removed.

9. Local Government in Action |

While central government makes decisions for the whole country, local government deals with issues that affect a specific area. In England, there are county councils, district councils and unitary authorities. Local councils are responsible for services such as education, waste collection, social care and planning.

Local councils are funded through a combination of central government grants, council tax and business rates. Councillors are elected by residents in local elections and serve terms of four years. They meet regularly to debate policies and approve budgets, and they employ council officers to manage day-to-day operations.

Local government provides opportunities for citizens to become directly involved in decision-making. People can stand for election as councillors, attend public meetings and participate in consultations on issues like new housing or road changes. This level of government is sometimes called the ‘grassroots’ of democracy.

10. Law, Justice and Human Rights |

The rule of law is a fundamental principle in the UK, meaning that everyone is subject to the law, including government ministers and the police. Laws must be clear, publicised, applied equally and protect fundamental rights. An independent judiciary ensures that laws are interpreted and applied fairly.

Civil law deals with disputes between individuals or organisations, while criminal law addresses actions that are harmful to society. Criminal cases are brought by the state, and punishments can include fines, community service or imprisonment. The police and the Crown Prosecution Service have a duty to uphold the law without bias.

Human rights are moral principles that set out certain standards of human behaviour and are protected in international law. The Universal Declaration of Human Rights (1948) and the European Convention on Human Rights are key documents. In the UK, the Human Rights Act allows citizens to bring cases in domestic courts if their rights are breached.

Understanding the justice system and human rights helps students to recognise the importance of fairness, equality and respect for the dignity of every individual. These values underpin a peaceful and democratic society where disputes are solved by reason, not violence.
