When: 11 March 2011, at 14:46 local time. Why: The Pacific Plate subducted beneath the North American Plate along the Japan Trench, producing a magnitude 9.0 megathrust earthquake. The sudden uplift of the seafloor displaced a huge volume of water, generating a tsunami with waves reaching up to 40 metres. Who/What: Over 15,000 people died, more than 6,000 were injured, and 450,000 became homeless. The Fukushima Daiichi nuclear power plant suffered a level 7 meltdown, releasing radioactive material. Economic losses exceeded £180 billion. How: Japan’s world-leading early warning system gave people up to one minute to take cover before the earthquake. Strict building codes saved many lives, but the tsunami overwhelmed seawalls. After the disaster, the government upgraded tsunami defences and improved nuclear safety regulations.

Infrastructure such as the Tacloban airport terminal was wrecked. Outbreaks of waterborne diseases followed. Responses: The Philippine government evacuated 800,000 people before landfall, but evacuation centres could not withstand the surge. International aid poured in, including from the UK’s DFID, providing shelter kits, food, and clean water. Long-term recovery focused on building storm-resilient houses and a better early warning system.

Opportunities: Rio provides formal employment in manufacturing, services, and the 2016 Olympics brought investment in transport like the BRT system and the new metro line. How managed: The Favela-Bairro project upgraded some favelas with paved roads, electricity, and better sewage, though not all areas have benefited. Self-help schemes encourage residents to improve their own homes with government-provided materials.
