The revolutions that swept across the German states in 1848–9 represent one of the most significant turning points in modern German history. Sparked by economic hardship, political repression and the success of the February Revolution in Paris, liberals and nationalists united to demand constitutional government, civil liberties and, above all, a unified German nation-state. Although the revolutionary assemblies and the Frankfurt Parliament achieved remarkable early gains, the movement ultimately collapsed under the weight of internal divisions, the resilience of the old monarchical powers, and the refusal of Prussia’s Frederick William IV to accept a ‘crown from the gutter’. The legacy of 1848–9, however, deeply influenced the later unification of Germany and the development of German liberalism.

1. Background to the Revolutions | 革命背景

By the mid-nineteenth century, the German Confederation, a loose association of 39 sovereign states dominated by Austria and Prussia, was ripe for upheaval. Rapid industrialisation had produced a new urban working class enduring harsh conditions, whilst bad harvests in 1846–47 caused widespread famine and soaring food prices. At the same time, a growing middle class, inspired by the ideals of the Enlightenment and the French Revolution, resented the lack of political representation, press censorship and the arbitrary rule of princes. The immediate trigger was the February 1848 revolution in Paris, which toppled King Louis-Philippe and proclaimed a republic.

2. The March Demands | 三月要求

News of events in France triggered a wave of demonstrations across the German states in March 1848. In numerous capitals – Vienna, Berlin, Munich, Dresden – crowds presented petitions demanding freedom of the press, trial by jury, the arming of the people and the convocation of a national parliament. In Berlin, street fighting broke out on 18 March between citizens and the Prussian army; King Frederick William IV, shocked by the bloodshed, ordered his troops to withdraw and appeared to capitulate, appointing a liberal ministry and promising a constitution. In Vienna, the long-serving Chancellor Metternich was forced to resign and flee, symbolising the collapse of the repressive system of the Congress of Vienna.

3. The Frankfurt Parliament | 法兰克福议会

In the wake of the March upheavals, a self-constituted Pre-Parliament met in Frankfurt and arranged elections to a National Assembly based on near-universal male suffrage. On 18 May 1848, the Frankfurt Parliament convened in St Paul’s Church with over 800 delegates, predominantly middle-class professionals, academics and lawyers. Its task was twofold: to draft a liberal constitution for a united Germany and to decide the territorial borders of the new nation-state. The Parliament initially acted as the moral authority of the nation, setting up a provisional central power under Archduke John of Austria.

The most divisive issue facing the Frankfurt Parliament was whether the new Germany should include the German-speaking lands of the Austrian Empire (the Großdeutschland, or Greater German, solution) or exclude Austria and be led by Prussia (the Kleindeutschland, or Lesser German, solution). Supporters of Großdeutschland argued that a Germany without Austria would be culturally and historically incomplete; proponents of Kleindeutschland insisted that Austria’s multi-ethnic empire could never be part of a German nation-state without breaking up. After months of debate, the Parliament finally voted for the Kleindeutschland solution in March 1849, offering the hereditary imperial crown to the King of Prussia.

Throughout the revolution, the two major German powers followed a largely counter-revolutionary course. Austria, under the new Emperor Francis Joseph, suppressed uprisings in Vienna, Prague and northern Italy, restoring Habsburg authority and making it clear that the empire would not be dismembered. Prussia initially pursued a more ambiguous policy, with Frederick William IV appearing to cooperate with the liberals; however, by late 1848 he had dissolved the Prussian Constituent Assembly and imposed his own conservative constitution. The rivalry between the two states also undermined the authority of the Frankfurt Parliament, as both ultimately rejected its pretensions to national sovereignty.

By the autumn of 1848, the revolution took a more radical turn as popular movements pressed for democratic and social demands. In Prussia, the elected Constituent Assembly clashed with the crown over control of the army and the abolition of noble privileges. In Berlin, a second wave of unrest culminated in the declaration of martial law. In Vienna, a radical uprising in October was brutally crushed by imperial troops, demonstrating the resolve of the old order. These events alienated many moderate liberals, who feared social revolution, and drove them back into the arms of the conservative monarchies.

Despite mounting counter-revolutionary pressure, the Frankfurt Parliament succeeded in producing a remarkably liberal Imperial Constitution in March 1849. It provided for a constitutional monarchy with a responsible ministry, a bicameral parliament, universal male suffrage and an extensive catalogue of fundamental rights. On 28 March 1849, the Parliament elected Frederick William IV of Prussia as hereditary German Emperor. However, the king rejected the offer, declaring that he would not accept a crown from a popular assembly, which he considered stained by revolution and illegality. His refusal effectively signalled the death knell of the Frankfurt Parliament.

8. The Second Revolution and the Final Defeat | 第二次革命与最终失败

The rejection of the Imperial Constitution sparked a wave of protest known as the ‘Imperial Constitution campaign’ – a second revolution in the spring of 1849. Uprisings broke out in Saxony, the Rhineland, Baden and the Palatinate, where democrats and republicans fought to defend the constitution by force. In Baden, a provisional revolutionary government was set up. However, Prussian troops, called in by the frightened princes, crushed the insurrections one by one. The rump of the Frankfurt Parliament moved to Stuttgart, but was eventually dissolved by Württemberg troops in June 1849. The revolution was over.

9. Reasons for the Failure of the Revolutions | 革命失败的原因

Historians point to several interlocking reasons for the failure of the 1848–9 revolutions. First, the liberals of the Frankfurt Parliament lacked real power, commanding no army and relying on the cooperation of the very princes they sought to subordinate. Second, the movement was fatally divided between moderates and radicals, and between nationalities, particularly in the Habsburg lands. Third, the commitment of many liberals to law and order led them to support the Prussian and Austrian monarchies against popular unrest. Finally, the princes recovered their confidence, used military force and exploited the revolutions’ own weaknesses to restore the old order.

10. Legacy and Significance of 1848–9 | 1848-49年的遗产与意义

Although the revolutions failed, they left a profound legacy. The Frankfurt Parliament had laid down a blueprint for a unified Germany based on liberal principles, which served as a reference point for later generations. The concept of Kleindeutschland, with Prussian leadership, became the model for unification under Bismarck in 1866–71, though without the liberal constitution. Many democratic and nationalist activists emigrated, carrying their ideals to the United States. Moreover, the experience of 1848–9 demonstrated that national unification in Germany would be achieved not from below by parliaments, but from above by ‘blood and iron’.
