📚 What is Strategic Management? |

Strategic management is the art and science of formulating, implementing, and evaluating cross-functional decisions that enable an organisation to achieve its long-term objectives. It involves analysing the competitive environment, setting a clear direction, making choices about where to compete and how to win, and aligning resources to turn plans into reality. At A Level, students need to grasp not only the definitions but also the models, frameworks, and real-world application of strategic thinking within businesses of different sizes and sectors.

1. Defining Strategic Management |

Strategic management can be defined as the set of decisions and actions that result in the design and execution of strategies to achieve the objectives of an organisation. It is an ongoing process that links strategic analysis, strategic choice, and strategy implementation. Unlike tactical or operational management, which focuses on short-term, day-to-day activities, strategic management looks at the big picture and the long-term survival and growth of the business. A strategic manager must answer three fundamental questions: “Where are we now?”, “Where do we want to be?”, and “How do we get there?”

2. The Importance of Strategic Management |

Effective strategic management provides a clear sense of direction for the entire organisation. It helps managers to anticipate and respond to changes in the external environment, allocate resources more efficiently, and build a sustainable competitive advantage. Without a coherent strategy, businesses may drift, react slowly to market shifts, or waste resources on conflicting initiatives. Strategic management also fosters coordination across departments, ensuring that marketing, operations, finance, and HR all work towards shared goals. Furthermore, it allows firms to identify and exploit synergies, reduce the risk of failure, and improve stakeholder confidence.

3. Levels of Strategy |

Strategy exists at three distinct levels within a business. Corporate-level strategy deals with the overall scope and purpose of the organisation, including decisions on diversification, mergers and acquisitions, and the allocation of capital across business units. Business-level strategy, also known as competitive strategy, concerns how a particular business unit competes successfully in its chosen market. This is where frameworks like Porter’s generic strategies come into play. Functional-level strategy focuses on how each department – marketing, operations, finance, HR – supports the business-level strategy through specific plans and resource allocation. All three levels must be aligned to ensure a coherent strategic direction.

Level Key Question Example
Corporate Which industries should we be in? Samsung moving into biotech
Business How do we beat rivals in this market? IKEA’s cost leadership in furniture
Functional How does marketing support our competitive edge? Nike’s digital marketing campaigns

4. The Strategic Management Process |

The strategic management process is typically described using a three-stage model: strategic analysis, strategic choice, and strategy implementation. Strategic analysis involves examining the internal and external environment to understand the organisation’s current position. Strategic choice is about generating, evaluating, and selecting the most appropriate strategic options. Strategy implementation then puts the chosen strategy into action through resource allocation, structural adjustments, and change management. It is important to note that this is not a strictly linear process; evaluation and feedback loops mean that strategies are continually reviewed and refined.

Strategic Analysis (Where are we now?) → Strategic Choice (Where do we want to be?) → Strategy Implementation (How do we get there?)

5. Strategic Analysis: External and Internal Environment |

External analysis assesses the macro-environment and the competitive landscape. The PESTLE framework examines Political, Economic, Social, Technological, Legal, and Environmental factors that might impact a business. Porter’s Five Forces model analyses the competitive intensity of an industry, looking at the threat of new entrants, the bargaining power of suppliers and buyers, the threat of substitutes, and the degree of competitive rivalry. Internal analysis, on the other hand, evaluates the organisation’s resources, capabilities, and core competencies. A SWOT analysis combines both perspectives by identifying Strengths, Weaknesses, Opportunities, and Threats. The resource-based view (RBV) argues that sustainable competitive advantage comes from resources that are valuable, rare, inimitable, and organised (VRIO).

6. Strategic Choice: Generic Strategies and Ansoff Matrix |

Once the strategic position is understood, managers must choose a path forward. Porter’s generic strategies suggest that a business can achieve above-average returns by pursuing either cost leadership, differentiation, or focus (cost focus or differentiation focus). Cost leadership aims to become the lowest-cost producer in the industry, while differentiation seeks to offer unique features that command a premium price. Focus strategies target a narrow market segment. The Ansoff Matrix, meanwhile, helps businesses consider growth directions based on products and markets: market penetration (existing products, existing markets), market development (existing products, new markets), product development (new products, existing markets), and diversification (new products, new markets). Each option carries different risk levels and resource requirements.

Ansoff Matrix Existing Products New Products
Existing Markets Market Penetration (low risk) Product Development (medium risk)
New Markets Market Development (medium risk) Diversification (high risk)

7. Strategy Implementation |

Strategy implementation is often the most challenging phase, as it turns strategic plans into actionable steps. It requires aligning the organisation’s structure, culture, and resources with the chosen strategy. Common challenges include resistance to change, poor communication, lack of leadership commitment, and misalignment between departmental goals and the overall strategy. Managers may need to adjust the organisational design, develop new policies and procedures, and motivate employees through appropriate reward systems. The McKinsey 7S framework highlights that strategy must be aligned with structure, systems, shared values, style, staff, and skills for successful execution. Without effective implementation, even the most brilliant strategy can fail.

8. Strategic Evaluation and Control |

Strategic evaluation ensures that the implemented strategy is achieving the desired outcomes. This involves setting clear key performance indicators (KPIs), monitoring progress, and taking corrective action when necessary. Regular reviews help managers detect shifts in the external environment or internal weaknesses early. The balanced scorecard, developed by Kaplan and Norton, translates strategy into financial, customer, internal process, and learning and growth perspectives, providing a comprehensive view of organisational performance. Feedback from evaluation loops back into the strategic analysis phase, making strategic management a dynamic and iterative process rather than a one-off event.

9. The Role of Stakeholders |

Stakeholders are individuals or groups who have an interest in or are affected by the strategic decisions of a business. Internal stakeholders include employees, managers, and shareholders, while external stakeholders comprise customers, suppliers, government, pressure groups, and the community. Differing stakeholder expectations can create tensions; for instance, shareholders may prioritise short-term profits, whereas the local community may focus on environmental sustainability. Stakeholder mapping, using a power/interest matrix, helps managers prioritise whom to engage and how to manage their influence. Effective strategic management must balance these competing interests to maintain legitimacy and long-term support.

10. Strategic Management in a Dynamic World | 动态世界中的战略管理

In today’s fast-changing business environment, rigid long-term plans are often inadequate. Henry Mintzberg distinguished between intended strategy (what managers plan) and emergent strategy (what actually happens as they respond to unforeseen events). A realised strategy is typically a blend of both. Contemporary strategic management recognises the need for agility, scenario planning, and continuous learning. Digital disruption, globalisation, and shifting consumer values mean that businesses must constantly reassess their strategic position. Tools like game theory and scenario analysis help managers prepare for multiple possible futures. Ultimately, strategic management is not about predicting the future but about being prepared to adapt and thrive whatever the future brings.
