📚 Bismarck’s Domestic Policy 1871–90 |
Bismarck’s domestic policy between 1871 and 1890 aimed to consolidate the new German Empire under Prussian dominance and to strengthen the authority of the Kaiser and Chancellor. His methods combined repression, compromise and welfare concessions, shifting alliances as threats changed.
1. The Constitutional Framework and Bismarck’s Position |
The 1871 Constitution made Prussia the dominant state: the Prussian king was hereditary German Emperor, and the Chancellor was responsible only to the Emperor, not to the Reichstag. Universal male suffrage elected the Reichstag, but its powers over the budget, army and foreign policy were limited; the Bundesrat, dominated by Prussia, could veto constitutional changes.
Bismarck saw the Reichstag as a manageable but unreliable body. He used it to pass national legislation, yet relied on royal prerogative and bureaucratic control, allowing him to bypass parliamentary opposition when necessary.
2. The Kulturkampf 1871–78 |
The Kulturkampf (1871–78) was Bismarck’s campaign against the Catholic Church, which he regarded as a rival loyalty threatening national unity. The Centre Party defended Catholic interests and grew rapidly after 1871.
Prussia’s May Laws (1873–75) placed church education and appointments under state control, expelled Jesuits, and cut state payments to the church. Catholic resistance, led by bishops and the Centre Party, was strong, and many clergy defied the laws. By 1878 Bismarck began to wind the Kulturkampf down because he needed Centre Party support against socialism and for tariff reform.
3. The Anti-Socialist Laws 1878–90 |
Fear of the SPD’s growth prompted the Anti-Socialist Law of 1878, passed after two assassination attempts on Wilhelm I. The law banned socialist organisations, meetings and publications, but SPD candidates could still stand in Reichstag elections.
Repression failed to destroy socialism: the SPD operated through cover organisations and its Reichstag deputies, and its vote actually increased from about 493,000 in 1877 to over 1.4 million in 1890. This showed the limits of purely negative policies.
4. State Socialism and Social Welfare |
To detach workers from socialism, Bismarck introduced pioneering social insurance: health insurance in 1883, accident insurance in 1884, and old-age and disability pensions in 1889. These were financed by workers, employers and the state.
| Law | Year | Key provision |
|---|---|---|
| Health Insurance Act | 1883 | Sick pay for workers |
| Accident Insurance Act | 1884 | Compensation for workplace accidents |
| Old Age and Disability Insurance Act | 1889 | Pensions for workers over 70 and the disabled |
The welfare laws improved security for many workers and created a model copied abroad, but they were also a political weapon. Bismarck combined them with anti-socialist repression, a “carrot and stick” strategy that did not win workers’ loyalty to the state as he hoped.
5. Tariff Reform and Protectionism 1879 |
In 1879 Bismarck abandoned free trade and introduced protective tariffs on iron and grain. The tariffs aimed to protect German agriculture and industry from foreign competition and to provide the Reich with independent revenue.
The shift to protectionism split the National Liberals, who had been Bismarck’s main parliamentary allies. Their left wing, committed to free trade, broke away, while Bismarck turned to the Conservative Parties and the Centre Party for support.
6. The Alliance of Iron and Rye |
The tariff alliance between heavy industry (“iron”) and large agricultural producers (“rye”) became known as the “alliance of iron and rye”. It backed Bismarck’s conservative, protectionist course and dominated German politics into the 1890s.
However, the alliance represented narrow elite interests. It raised food prices for urban workers and deepened regional and class tensions, while excluding the growing industrial working class from real political influence.
7. Germanisation and National Minorities |
Bismarck pursued Germanisation against national minorities, especially Poles in Prussia’s eastern provinces, Danes in Schleswig, and the French-speaking population of Alsace-Lorraine. Policies included restrictions on minority languages, land purchase limits for Poles, and expulsions of non-citizen Poles and Jews from the eastern provinces in 1885–86.
Germanisation provoked resistance rather than assimilation. It strengthened Polish national consciousness and increased support for minority parties, showing the limits of forced cultural unity in a multi-ethnic empire.
8. Relations with the Reichstag and Political Parties |
Bismarck never built a stable parliamentary majority. He relied on shifting coalitions: National Liberals for nation-building and anti-Catholic laws, Conservatives for tariffs and repression, and at times the Centre Party for social or financial legislation.
His authoritarian style, threats of coups and manipulation of elections kept parties off balance, but it also prevented the development of a responsible party government. The Reichstag remained subordinate, and political modernisation stalled.
9. Economic and Social Change under Bismarck |
Unified Germany experienced rapid industrialisation, urbanisation and population
