📚 Conservative Thinkers and Ideas |

Conservatism is one of the core political ideologies studied in Edexcel A-Level Politics. It is not a single fixed doctrine but a broad tradition that values tradition, order, authority and the accumulated wisdom of the past. This article examines the key conservative thinkers, their central ideas and the tensions between different strands of conservative thought.

1. Core Principles of Conservatism |

Conservatism emerged as a distinctive political outlook in the late 18th century, largely in response to the French Revolution and the rapid social changes brought by the Enlightenment. Its central claim is that society should be understood as a living organism that evolves gradually, not as a machine that can be redesigned from scratch.

The most important conservative principles include tradition, human imperfection, organic society, hierarchy, authority and property. Conservatives believe that human reason is limited and that relying on abstract theories to reorganise society often leads to violence and disorder.

These principles do not all point in the same political direction. They give rise to different conservative traditions, including traditional conservatism, one-nation conservatism and the New Right.

2. Thomas Hobbes: Order and Authority |

Thomas Hobbes is often seen as a foundational thinker for conservatism because of his emphasis on order, security and strong authority. Writing during the English Civil War, Hobbes argued that without a powerful sovereign, human life would be ‘solitary, poor, nasty, brutish and short’.

In Leviathan (1651), Hobbes described a social contract in which individuals give up their natural freedom to a sovereign in exchange for protection. This means that order must come before liberty: people cannot enjoy freedom if they are constantly afraid of violence.

Hobbes also held a pessimistic view of human nature. He believed that human beings are driven by desires and fears, and that without external authority they tend toward conflict. For Hobbes, the state is not a threat to civilisation but its necessary foundation.

3. Edmund Burke: Tradition and Organic Society |

Edmund Burke is usually regarded as the father of modern conservatism. His most famous work, Reflections on the Revolution in France (1790), criticised the French Revolution for trying to sweep away old institutions and build society according to abstract rational principles.

Burke argued that tradition represents the accumulated wisdom of past generations. He described society as a partnership between ‘those who are living, those who are dead, and those who are to be born’. This organic view means that gradual reform is acceptable, but sudden revolutionary change destroys the delicate fabric of society.

For Burke, the French Revolution was dangerous because it rejected experience in favour of theory, treated individuals as isolated units, and attacked institutions such as the Church and monarchy that held society together. His conservatism is therefore rooted in pragmatism, continuity and respect for inherited institutions.

4. Michael Oakeshott: Pragmatism over Ideology |

Michael Oakeshott was a 20th-century conservative thinker who rejected rationalism in politics. He argued that human activity depends on two types of knowledge: technical knowledge, which can be written down and taught, and practical knowledge, which is gained through experience and cannot be reduced to rules.

In his essay ‘On Being Conservative’, Oakeshott described conservatism less as a fixed ideology and more as a disposition to prefer the familiar to the unknown, the tried to the untried, and the actual to the possible. He saw politics as an activity of repairing and adjusting, not of constructing grand utopias.

Oakeshott criticised ideological politics because it treats government as a technical problem that can be solved by following an abstract plan. For him, the role of government is to maintain order and allow individuals to pursue their own choices within familiar customs and traditions.

5. Ayn Rand: Radical Individualism |

Ayn Rand is a controversial figure within conservative thought because her philosophy, known as Objectivism, shifts attention away from tradition and towards radical individualism. She rejected religion, altruism and collectivism, and argued that the highest moral purpose is the pursuit of one’s own rational self-interest.

Rand believed that individuals have absolute rights to life, liberty and property, and that the only legitimate function of the state is to protect these rights through the police, courts and armed forces. She strongly opposed taxation for welfare because she saw it as the initiation of force against producers.

Although Rand rejected many traditional conservative values, her defence of free-market capitalism and her hostility to the welfare state made her an important influence on the New Right. Her novels, such as Atlas Shrugged, popularised the idea that capitalism is morally superior to socialism.

6. Robert Nozick: Libertarian Conservatism |

Robert Nozick developed a libertarian form of conservatism in his book Anarchy, State, and Utopia (1974). He argued that only a minimal state is justified, limited to protecting individuals against force, theft and fraud, and enforcing contracts.

Nozick’s central concept is that individuals have rights as ‘side-constraints’ on the actions of others. This means that people may not be used merely as means to achieve social goals. Taxation for redistribution, he argued, is morally equivalent to forced labour because it takes part of a person’s earnings without their consent.

Nozick defended the free market as a spontaneous order in which millions of individual choices create a just distribution of resources. Unlike traditional conservatives, he did not base his argument on tradition or organic society, but on individual rights and rational consent.

7. One-Nation Conservatism |

One-nation conservatism is a paternalistic strand of conservatism associated especially with Benjamin Disraeli in the 19th century. It holds that the rich and the poor are members of one nation, and that the privileged have a duty to care for the less fortunate in order to prevent social revolution.

Disraeli warned that Britain was dividing into ‘two nations’ between rich and poor. In response, he supported social reforms such as improved housing, public health measures and trade union recognition. The aim was not to create equality, but to bind society together through welfare and national unity.

One-nation conservatism accepts a substantial role for the state in managing the economy and providing welfare. It is therefore closer to the pragmatic, organic conservatism of Burke and Oakeshott than to the free-market individualism of the New Right.

8. The New Right | 新右派

The New Right emerged in the late 20th century as a fusion of two distinct strands: economic liberalism and social authoritarianism. Economic liberals such as Hayek and Friedman called for free markets, privatisation, deregulation and lower taxes, while social authoritarians demanded a return to traditional moral values and strong law and order.

In Britain, the New Right was closely associated with Margaret Thatcher. Her governments cut direct taxes, privatised state industries, reduced trade union power and encouraged an enterprise culture. At the same time, they stressed the importance of family, national identity and strict criminal justice.

The New Right draws on thinkers such as Ayn Rand and Robert Nozick for its defence of individual freedom and the minimal state. However, its social conservatism creates an internal tension: it advocates less state control in the economy but more state enforcement of traditional values.

9. Tensions Within Conservative Thought |

Conservative ideology contains significant internal tensions. The most obvious is between traditional conservatism and the New Right. Traditional conservatives such as Burke and Oakeshott favour gradual change, social continuity and pragmatic government, whereas New Right libertarians such as Rand and Nozick advocate radical free-market reforms and a minimal state.

Another tension concerns human nature. Traditional conservatives stress human imperfection and the need for authority to restrain selfish desires. In contrast, New Right thinkers often present individuals as rational entrepreneurs who flourish when the state withdraws. This creates different views on welfare, crime and family life.

Finally, there is a tension between authority and liberty. One-nation conservatism accepts state intervention to promote social harmony, while libertarian conservatism sees state intervention as a threat to individual freedom. Exam questions often ask candidates to evaluate how successfully conservative thinkers reconcile these competing principles.

10. Conservative Thinkers on Human Nature |

Hobbes and Burke share a pessimistic view of human nature. Hobbes sees humans as self-interested and conflict-prone, requiring a powerful sovereign to maintain peace. Burke also doubts human rationality and argues that individuals need the guidance of tradition, religion and social institutions.

Oakeshott is less explicitly pessimistic but remains sceptical of large-scale rational planning. He suggests that human beings are fallible creatures who learn slowly through experience, not through grand theories.

By contrast, Rand and Nozick present a much more optimistic view of individual capacity. Rand celebrates the rational egoist who creates value through work and trade. Nozick sees individuals as rights-bearing agents who can flourish in a free society without state direction. This split helps explain why conservatism can appear both cautious and radical.

11. Key Debates: Authority vs Liberty |

A recurring debate in conservative thought is how to balance authority and liberty. Hobbes gives priority to authority because without order there can be no meaningful freedom. Burke also accepts hierarchy and authority, but he values liberty as part of an inherited constitutional order rather than as an abstract natural right.

One-nation conservatism uses state authority to protect social cohesion and provide welfare, while still respecting civil liberties. The New Right, especially its libertarian wing, reverses this priority: individual liberty is fundamental, and state authority is only justified to protect rights.

In an exam answer, these debates can be used to compare thinkers and to evaluate the coherence of conservative ideology. Candidates should avoid treating conservatism as a single unified theory and instead explain which strand they are discussing.

12. Exam Focus: Comparing Thinkers |

When answering Edexcel questions on conservative thinkers and ideas, it is essential to use precise terminology and clear comparisons. For example, compare Burke’s support for gradual reform with Rand’s demand for radical laissez-faire capitalism, or contrast Hobbes’s view of order with Nozick’s minimal state.

A strong answer will show how different thinkers interpret the same core principles, such as tradition, authority, property and human nature. It will also recognise that conservative thinkers sometimes disagree fundamentally, especially over the role of the state and the meaning of freedom.

Use short quotations and specific references to the thinkers’ works, such as Hobbes’s Leviathan, Burke’s Reflections on the Revolution in France, Rand’s Atlas Shrugged and Nozick’s Anarchy, State, and Utopia, to support your points and demonstrate high-level knowledge.
