States are rarely equal in their ability to shape global events. While international law formally treats sovereign states as juridically equal, real-world influence is distributed unevenly across military, economic, cultural and institutional dimensions. This article examines how the significance of states differs in global affairs and how, and why, analysts classify state power.

1. The State as the Primary Actor in Global Affairs | 国家作为全球事务的主要行为体

The modern international system is built around sovereign states. In the Westphalian model, each state claims supreme authority within its territory and recognises no higher political authority outside it. This legal sovereignty gives all states a formal right to participate in diplomacy, join international organisations and sign treaties.

However, legal equality does not produce political equality. 2. Understanding Power in International Relations | 理解国际关系中的权力

In international relations, power is usually understood as the ability of an actor to achieve desired outcomes and, if necessary, to change the behaviour of others. This broad definition covers coercion, payment and attraction. Power can be measured by resources, but it is ultimately relational: a state may have great resources yet fail to convert them into influence.

Analysts distinguish between power as capacity, which means possessing military, economic or cultural assets, and power as influence, which means actually shaping outcomes. Both matter when classifying states.

3. Hard Power: Military and Economic Capability | 硬实力:军事与经济能力

Hard power refers to tangible resources used to coerce or induce. Military indicators include defence spending, troop numbers, nuclear weapons, aircraft carriers, cyber capabilities and overseas bases. Economic indicators include GDP, trade volume, currency status, technology leadership and control over energy or financial flows.

硬实力是指用于强制或诱导的有形资源。军事指标包括国防开支、军队数量、核武器、航空母舰、网络能力和海外基地。经济指标包括国内生产总值、贸易量、货币地位、技术领导地位以及对能源或金融流动的控制。

For example, the United States remains the world’s largest military spender and the issuer of the main reserve currency; China has the second-largest economy and rapidly modernised armed forces. These assets allow both to operate globally.
