Government intervention occurs when the state alters the free-market allocation of resources to achieve objectives such as equity, correction of externalities, stability, or protection of consumers and producers. In Edexcel A-Level Economics A, specification point 1.6.5 requires you to analyse how taxes, subsidies, price controls, regulation, and information provision affect consumers, producers, and the government, and to evaluate the risk of government failure.

1. Why Governments Intervene | 政府干预的原因

Markets may fail because of externalities, public goods, information gaps, monopoly power, or income inequality. Intervention aims to correct these failures and improve overall welfare.

Common tools include indirect taxes, subsidies, maximum and minimum prices, regulation, and state provision of information. Each tool changes incentives for consumers and producers.

2. Indirect Taxes: Effects on Consumers | 间接税:对消费者的影响

An indirect tax shifts the supply curve vertically upward by the amount of the tax. The market price rises, so consumers pay a higher price and consume a lower quantity. The consumer incidence of the tax depends on the relative price elasticities of demand and supply.

If demand is price-inelastic, such as for cigarettes, consumers bear most of the tax burden because quantity demanded falls only slightly when price rises. This makes indirect taxes a strong tool for raising revenue and reducing consumption of demerit goods.

3. Indirect Taxes: Effects on Producers and Government | 间接税:对生产者和政府的影响

Producers receive a lower net price after paying the tax to the government, and their sales fall. Producer surplus shrinks, and in some cases some firms may leave the market, reducing competition.

生产者在向政府缴纳税款后得到的净价更低,销量下降。生产者剩余减少,某些情况下部分企业可能退出市场,竞争减少。

The government gains tax revenue equal to the per-unit tax multiplied by the quantity sold, which can be used to fund public services or reduce other taxes. However, the revenue may be lower than expected if demand is very elastic.

A subsidy shifts the supply curve downward by the subsidy amount. Consumers pay a lower price and buy more, while producers receive a higher net price and sell more. Both consumer and producer surplus can increase.

The cost to the government is the per-unit subsidy multiplied by the quantity, which has an opportunity cost in terms of other public spending or higher taxes. Subsidies can encourage overproduction and may encourage dependence on state support.

Consumers who can buy at the lower price gain, but many consumers cannot obtain the good. Producers receive lower revenue and may reduce quality or create a black market.

Governments may need to ration the good, which adds administration costs and can be unfair. Rent controls are a classic example where maximum prices can reduce the supply of rented housing.

6. Minimum Prices (Price Floors) | 最低限价

A minimum price is set above the equilibrium price to protect producers or workers, for example the national minimum wage or agricultural price floors. It creates excess supply because quantity supplied exceeds quantity demanded.

Workers who keep their jobs at the minimum wage earn higher income, but some workers may become unemployed. Producers gain from higher prices, but the government may need to purchase surplus output, as in agricultural support schemes.

7. Regulation and Information Provision | 监管与信息提供

Regulation sets rules to limit harmful behaviour, such as bans on advertising to children, environmental standards, or mandatory safety features. It can correct externalities but imposes compliance costs on producers, which may raise prices.

Information provision, such as public health campaigns or labels, helps consumers make better decisions. It is relatively cheap but may be ineffective if consumers ignore it or if information gaps are too complex.

8. Government Intervention and Efficiency | 政府干预与效率

Well-designed intervention can move the market closer to the socially optimal output when externalities exist, reducing deadweight loss. However, intervention can also create new deadweight loss if it distorts prices and quantities away from equilibrium.
