Externalities are a fundamental market failure in Cambridge A-Level Economics. They occur when the production or consumption of a good or service creates spillover effects on third parties who are not directly involved in the market transaction. Because these spillover costs or benefits are not reflected in market prices, the price mechanism fails to allocate resources efficiently.

1. What Are Externalities? | 什么是外部性?
Externalities arise when the actions of producers or consumers affect others beyond the market exchange. These effects can be harmful, such as pollution from a factory, or beneficial, such as the wider social gains from education. The key point is that no compensation is paid or received for these third-party effects.
当生产者或消费者的行为影响到市场交易以外的其他人时,外部性就会产生。这些影响可能是有害的,例如工厂污染;也可能是有益的,例如教育带来的更广泛社会收益。关键在于,这些第三方影响没有得到补偿或支付。
In a free market, buyers and sellers consider only their private costs and private benefits. The market equilibrium is therefore unlikely to coincide with the social optimum. Externalities are central to explaining why markets can fail to maximise total social welfare.
在自由市场中,买方和卖方只考虑自己的私人成本和私人收益。因此,市场均衡不太可能与社会最优重合。外部性是解释市场为何无法最大化社会总福利的核心原因。
2. Private, External and Social Costs and Benefits | 私人、外部与社会成本与收益
To analyse externalities, economists distinguish between private costs and benefits and external costs and benefits. Private costs are borne by the producer or consumer directly involved, while external costs fall on third parties. Social cost is therefore the sum of private cost and external cost. Likewise, social benefit is private benefit plus external benefit.
为了分析外部性,经济学家区分私人成本与收益以及外部成本与收益。私人成本由直接参与的生产者或消费者承担,而外部成本由第三方承担。因此,社会成本是私人成本与外部成本之和。同样,社会收益是私人收益加上外部收益。

When private and social values diverge, the free market price and quantity no longer reflect the true scarcity and value of resources. This divergence is the source of allocative inefficiency and leads to either overproduction or underproduction.

3. Negative Production Externalities | 负生产外部性
A negative production externality occurs when a firm’s production imposes costs on third parties. Common examples include air pollution from factories, water contamination from chemical plants, and noise from construction sites. The marginal private cost to the firm is lower than the marginal social cost because the firm ignores the external damage.
负生产外部性是指企业的生产给第三方带来成本。常见例子包括工厂的空气污染、化工厂的水污染以及建筑工地的噪音。由于企业忽略了外部损害,其边际私人成本低于边际社会成本。
Because producers base output on private costs, they overproduce relative to the socially efficient level. The free-market equilibrium quantity Qm is greater than the social optimum Qs, which creates a welfare loss to society.

4. Negative Consumption Externalities | 负消费外部性
Negative consumption externalities arise when an individual’s consumption harms others. Smoking in public places, excessive alcohol consumption, and diets high in sugar that raise public healthcare costs are typical examples. The private benefit to the consumer exceeds the social benefit because the consumer ignores the costs imposed on others.
负消费外部性发生在个人消费损害他人时。公共场所吸烟、过度饮酒以及高糖饮食推高公共医疗成本都是典型例子。由于消费者忽略了施加给他人的成本,其私人收益大于社会收益。
In a free market, consumers demand too much of these goods. The equilibrium quantity is above the social optimum, which means resources are over-allocated to goods with harmful spillovers. This overconsumption leads to premature death, higher taxes for healthcare, and lower productivity in the economy.
在自由市场中,消费者对这些商品的需求过多。均衡数量高于社会最优水平,这意味着资源被过度配置到具有有害溢出效应的商品上。这种过度消费会导致过早死亡、更高的医疗税收以及经济生产率下降。
5. Positive Production Externalities | 正生产外部性
A positive production externality occurs when a firm’s production benefits third parties. Examples include research and development that generates knowledge other firms can use, beekeeping that pollinates nearby orchards, and worker training that improves skills when employees move between firms.
正生产外部性是指企业的生产使第三方受益。例子包括研发所产生的可供其他企业使用的知识、养蜂对附近果园的授粉
