📚 Formation, Role, Objectives and Development of the European Union (EU) |

The European Union is one of the most ambitious examples of regional integration in modern history. Understanding its formation, institutional roles, policy objectives and ongoing development is essential for A-Level students examining European governance, economics and international relations.

1. Origins and Post-War Context |

After the devastation of the Second World War, Western European leaders sought to prevent another major conflict by linking national economies together. The core idea was that countries that trade and share production are less likely to go to war.

The Schuman Declaration of 1950 proposed placing French and German coal and steel production under a common supranational authority. This became the foundation for the first European Community.

Rather than attempting immediate political union, the founding states chose a step-by-step, functional approach. Cooperation would begin in specific economic sectors and gradually spill over into wider integration.

2. Treaty of Paris and the ECSC (1951) |

The Treaty of Paris, signed in 1951, established the European Coal and Steel Community (ECSC). Its six founding members were France, West Germany, Italy, Belgium, the Netherlands and Luxembourg.

The ECSC created a common market for coal and steel and set up a High Authority with real decision-making power over these key industries. This was the first European institution with supranational characteristics.

The success of the ECSC demonstrated that limited but binding cooperation could work, encouraging the six states to pursue deeper economic integration.

3. Treaty of Rome and the EEC (1957) |

The Treaties of Rome, signed in 1957, created the European Economic Community (EEC) and the European Atomic Energy Community (Euratom). The EEC became the main vehicle for economic integration.

The EEC aimed to establish a customs union with a common external tariff and to move towards a common market. The four freedoms of movement for goods, services, capital and labour were central to this project.

Common policies were also introduced, including early forms of competition policy and the Common Agricultural Policy. These required member states to accept shared rules in key economic sectors.

4. Enlargement and Deepening |

The EEC expanded from six to nine members in 1973 when the United Kingdom, Ireland and Denmark joined. Greece joined in 1981, followed by Spain and Portugal in 1986, bringing the total to twelve.

Enlargement increased the size and diversity of the Community, but it also made decision-making more complex and created greater economic disparities between regions.

Deepening continued through the Single European Act of 1986, which set a target of completing the single market by 1992. It also introduced qualified majority voting in more policy areas.

5. Maastricht Treaty and the Birth of the EU (1992) |

The Maastricht Treaty, signed in 1992 and effective from 1993, formally established the European Union. It introduced a three-pillar structure covering the European Communities, Common Foreign and Security Policy, and Justice and Home Affairs.

The treaty created EU citizenship, giving citizens of member states additional rights, including the right to move and reside freely within the EU and to vote in European Parliament elections.

It also set out the convergence criteria that member states must meet to adopt the single currency, laying the legal foundation for economic and monetary union.

6. Economic and Monetary Union and the Euro |

The euro was launched as an accounting currency in 1999 and entered physical circulation in 2002. Eurozone members share a single monetary policy set by the European Central Bank.

To join the euro area, member states must satisfy convergence criteria covering inflation, government deficits, government debt, long-term interest rates and exchange-rate stability.

A single currency removes exchange-rate uncertainty and transaction costs within the eurozone, but it also means member states cannot use independent monetary policy or currency depreciation to respond to asymmetric shocks.

7. Role of Key EU Institutions |

The EU has a distinctive institutional framework in which different bodies represent different interests. The main institutions are the European Commission, the Council of the EU, the European Parliament, the European Council, the Court of Justice and the European Central Bank.

Proposes legislation, enforces EU law, manages the budget
Council of the EU Represents member states, approves legislation, coordinates policies
Represents EU citizens, co-legislates, exercises democratic oversight
Sets overall political direction and priorities
Court of Justice 欧洲法院 Ensures EU law is interpreted and applied consistently

The European Commission is often described as the guardian of the treaties because it monitors compliance and can take legal action against member states that fail to implement EU law.

8. Objectives of the EU |

The EU’s broad objectives, set out in the Treaties, include promoting peace, its values and the well-being of its peoples. It aims to offer an area of freedom, security and justice without internal frontiers.

Economic objectives include balanced economic growth, price stability, a highly competitive social market economy, full employment and social progress, as well as environmental protection.

The EU also seeks to combat social exclusion and discrimination, promote social justice and protection, and strengthen economic, social and territorial cohesion among member states.

9. The Single Market and the Four Freedoms |

The single market is the core of EU economic integration. It is based on the free movement of goods, services, capital and people, removing tariffs, quotas and many non-tariff barriers between member states.

Mutual recognition means a product legally sold in one member state can generally be sold in another. Harmonisation of technical standards further reduces regulatory barriers.

Free movement of labour allows EU citizens to work, live and study in any member state. This increases labour market flexibility but can also create political tensions over migration and social welfare.

10. Common Policies: Agriculture, Competition and Cohesion |

Common policies transfer some national sovereignty to the EU level because member states agree to follow shared rules in key areas. The Common Agricultural Policy provides income support to farmers and stabilises food markets.

Competition policy is enforced by the European Commission to prevent cartels, abuse of dominant market positions and anti-competitive state aid. It aims to protect consumer welfare and the single market.

Cohesion policy uses structural and investment funds to reduce regional disparities, support poorer regions and promote economic convergence across the EU.

11. Lisbon Treaty and Institutional Reform (2009) |

The Lisbon Treaty, effective from 2009, abolished the three-pillar structure and gave the European Union a single legal personality. This allowed the EU to sign international agreements in its own name.

It strengthened the European Parliament by extending co-decision to more policy areas and created the positions of President of the European Council and High Representative for Foreign Affairs and Security Policy.

National parliaments were given a greater role in checking whether EU proposals respect subsidiarity, the principle that decisions should be taken as closely as possible to citizens.

12. Challenges and Future Development: Brexit and Beyond |

The EU faces major challenges including persistent euroscepticism, the legacy of the eurozone debt crisis, migration pressures and concerns about democratic legitimacy. These tensions have shaped its recent development.

In the 2016 referendum the United Kingdom voted to leave the EU, and it formally withdrew in January 2020. Brexit was the first case of a member state leaving the Union, raising questions about future integration.

Future development may involve further enlargement, deeper fiscal integration in the eurozone, reform of the Common Agricultural Policy and a stronger common response to climate change and digital transformation.
