Between 1840 and 1848, the German Confederation experienced a mounting crisis of legitimacy. Economic modernisation, the growth of liberal and nationalist opposition, religious conflict, harvest failures and the rigidity of the Metternich system combined to create what contemporaries called the Vormärz, the ‘pre-March’ period before the 1848 revolutions. This article examines the major themes, events and debates needed for Edexcel A-Level study of Germany 1840–8.

1. The German Confederation in 1840 | 1840年的德意志邦联

In 1840, ‘Germany’ was not a nation-state but the German Confederation (Deutscher Bund), created in 1815 at the Congress of Vienna. It comprised 39 states, including the German-speaking parts of Austria and Prussia, plus four free cities. The Confederation had a permanent Diet in Frankfurt under Austrian presidency, but it was a loose league with no common law, currency, citizenship or army.

The two dominant powers, Austria and Prussia, were rivals. Austria was a multinational, conservative empire dominated by the Habsburgs and Chancellor Metternich. Prussia possessed an efficient bureaucracy and, since 1834, the Zollverein customs union, but King Frederick William III remained autocratic. The smaller states such as Bavaria, Saxony and Württemberg had limited constitutional experiments, but real power still lay with the monarchs.

2. Metternich’s Restoration System | 梅特涅的复辟体系

After the Napoleonic upheavals, Austria’s Chancellor Metternich built a repressive system to contain liberal and nationalist ideas. The Carlsbad Decrees of 1819 introduced press censorship, university supervision and the banning of student fraternities, the Burschenschaften. The Vienna Final Act of 1820 reaffirmed the monarchical principle and restricted the powers of representative assemblies.

By 1840 this system was increasingly brittle. Censorship drove opposition into salons, songs, festivals and exile. Radicals such as Georg Büchner and Heinrich Heine lived abroad, but printed material still circulated underground. The Hambach Festival of 1832 and the Frankfurt guard attack of 1833 demonstrated that repression had not extinguished demands for unity and constitutions.

3. Economic Transformation and the Zollverein | 经济转型与关税同盟

Economic change undermined the political order. Prussia’s Zollverein, founded in 1834, had created a free-trade area among 18 states by the mid-1830s and continued to expand during the 1840s. Austria remained outside, strengthening Prussian economic leadership. The customs union stimulated coal, iron, textile production and bourgeois wealth, and encouraged railway construction from the first Nuremberg–Fürth line of 1835.

Industrialisation brought uneven benefits. A national market began to emerge, but it also produced urban poverty, handloom weavers’ misery and a rising capitalist middle class that demanded political representation. Economic modernisation therefore sharpened social conflict and strengthened liberal arguments for constitutional government.

4. Liberal and Nationalist Opposition | 自由派与民族主义反对派

In this period, liberalism meant constitutional government, civil liberties, free trade, rule of law and a limited franchise based on property; it did not always mean democracy. Nationalists wanted a unified German state, but they were divided between the Kleindeutsch solution (excluding Austria, under Prussian leadership) and the Großdeutsch solution (including the German lands of Austria).

The social base of opposition was mainly the educated bourgeoisie: professionals, students, officials, journalists and university professors. There was also early working-class agitation and a smaller radical democratic wing. Women participated in salons, petitions and patriotic festivals, but were largely excluded from formal politics.

The Rhine Crisis of 1840 was a turning point. France under Adolphe Thiers revived claims to the left bank of the Rhine, stirring memories of Napoleonic occupation. The crisis triggered an explosion of patriotic poetry and song, including Nikolaus Becker’s ‘Rheinlied’ and Max Schneckenburger’s ‘Die Wacht am Rhein’. In 1841, August Heinrich Hoffmann von Fallersleben wrote the ‘Deutschlandlied’, later the German national anthem.

The crisis exposed the military weakness of the Confederation but also popularised nationalism beyond intellectual circles. Although France backed down and conservative governments regained control, national sentiment remained stronger, especially in liberal and middle-class circles, and became a permanent feature of opposition politics.
