In A Level Economics, government microeconomic intervention refers to policies that affect the allocation of resources, prices, output and equity in individual markets rather than the whole economy. These interventions are usually justified by some form of market failure, but they can also create costs and unintended consequences that need careful evaluation.

Microeconomic intervention is justified when free markets fail to allocate resources efficiently or fairly. Market failures include negative externalities such as pollution, positive externalities such as education spillovers, public goods that are non-excludable and non-rival, merit and demerit goods, information gaps, monopoly power, factor immobility and income inequality.

2. Price Controls: Maximum Prices | 价格管制:最高限价

A maximum price, or price ceiling, is set below the equilibrium price to make necessities such as rented housing, food or energy more affordable. In a supply and demand diagram, a maximum price Pmax below equilibrium Pe creates excess demand equal to Qd minus Qs, leading to shortages.

最高限价,又称价格上限,被设定在均衡价格以下,以使租赁住房、食品或能源等必需品更加可负担。在供求图中,低于均衡价格 Pe 的最高限价 Pmax 会产生等于 Qd 减 Qs 的超额需求,从而导致短缺。

Because quantity demanded exceeds quantity supplied, non-price rationing emerges, such as long queues, waiting lists or black markets where goods are traded above the legal ceiling. The policy protects some consumers but may reduce quality and investment in supply.

3. Price Controls: Minimum Prices | 价格管制:最低限价

A minimum price, or price floor, is set above the equilibrium price to support producers or workers. Examples include minimum wages in labour markets and agricultural price support schemes. When the floor Pmin is above Pe, quantity supplied exceeds quantity demanded, creating excess supply.

最低限价,又称价格下限,被设定在均衡价格以上,以支持生产者或工人。例子包括劳动力市场的最低工资和农产品价格支持计划。当价格下限 Pmin 高于 Pe 时,供给量超过需求量,产生超额供给。

For agricultural price floors, the government may have to buy the surplus to maintain the price, imposing a fiscal cost. For minimum wages, the main concern is that a floor above the market-clearing wage can cause unemployment among low-skilled workers, although the effect depends on the elasticity of labour demand and the level of the floor.

4. Indirect Taxes | 间接税

Governments use indirect taxes, such as specific taxes per unit or ad valorem taxes as a percentage of price, to reduce the consumption of demerit goods and to internalise negative externalities. A tax shifts the supply curve leftward, raising price and reducing equilibrium quantity.

The incidence of the tax, meaning how the tax burden is shared between consumers and producers, depends on price elasticity of demand and supply. If demand is inelastic, consumers bear a larger share; if demand is elastic, producers bear more and output falls sharply.

5. Subsidies | 补贴

A subsidy is a payment from government to firms or consumers that lowers the cost of production or consumption. It shifts the supply curve rightward, lowers market price and increases equilibrium quantity. Subsidies are often used to encourage merit goods such as education, healthcare, renewable energy and public transport.

补贴是政府向企业或消费者支付的款项,用于降低生产或消费成本。补贴使供给曲线右移,降低市场价格并增加均衡数量。补贴常用于鼓励教育、医疗、可再生能源和公共交通等优值品。

However, subsidies are costly to the government and can encourage inefficiency if firms become dependent on support. The incidence of the subsidy also depends on elasticities; when demand is inelastic, consumers gain more from the lower price, while producers gain more when supply is inelastic.

Command-and-control instruments include bans on harmful products, pollution limits, safety standards, compulsory licensing and quality controls. These rules aim to correct negative externalities and protect consumers.

Governments can directly provide goods and services that markets under-provide, such as public goods and merit goods. Nationalisation transfers ownership of an industry from private shareholders to the state, often used for natural monopolies like water, rail and electricity networks.

Privatisation is the sale of state-owned assets to the private sector, while deregulation removes barriers to entry and price controls to promote competition. These supply-side microeconomic policies aim to improve efficiency by strengthening incentives and allowing market forces to operate.

Greater competition can lead to lower prices, better quality and dynamic efficiency through innovation. However, privatised monopolies may exploit consumers if competition is weak, and deregulation can reduce worker protections or lead to under-provision in remote or unprofitable areas.

Imperfect information can cause consumers to make suboptimal choices, for example underestimating health risks or overlooking long-term savings. Governments can intervene by requiring labelling, publishing performance data, running public information campaigns, or using default choices and ‘nudge’ policies.

These interventions are less coercive than regulation and can improve decision-making at lower cost. Authorities may block mergers, fine cartels, prohibit predatory pricing and regulate natural monopolies through price caps or profit controls.

11. Government Failure | 政府失灵

Government failure occurs when intervention reduces economic welfare or creates new inefficiencies. Causes include imperfect information on the part of government, conflicting political objectives, high administration and compliance costs, unintended behavioural responses, and regulatory capture where firms influence regulators to serve private interests.

When evaluating microeconomic intervention, students should consider effectiveness in correcting the market failure, efficiency costs, distributional effects, and impact on incentives. The success of any policy depends on the type and size of the market failure, the elasticities of demand and supply, and the quality of implementation.
