The House of Lords is the upper chamber of the UK Parliament and plays a central role in scrutinising legislation. However, its unelected nature has made reform one of the most enduring debates in British politics. At the heart of the debate is a tension between democratic legitimacy and the specialist expertise that appointed peers can bring to law-making.

In addition, the Lords conducts detailed committee investigations and provides a forum for debate on major national issues.

If peers were elected, they would be directly accountable to citizens, and the Lords could claim greater authority to challenge the Commons when necessary. This would enhance the overall legitimacy of the parliamentary system.

This might weaken the ability of Parliament to pass laws efficiently and create constitutional conflict over which chamber should prevail.

The current system, though undemocratic, may produce better-quality law-making.
