1. What Are Pressure Groups? | 什么是压力团体?

Pressure groups are organisations that seek to influence government policy, public opinion or corporate behaviour without standing for office. They differ from parties because they do not aim to win elections, and they often focus on a narrow range of issues.

Two broad categories matter for methods: sectional groups represent a specific section of society, such as trade unions or professional bodies, while promotional or cause groups advocate for a particular cause, such as environmental protection or civil liberties.

Insider and outsider status is another key distinction. Insider groups are regularly consulted by government and tend to use quiet, direct methods; outsider groups lack that access and often rely on public campaigns or direct action.

Outsider groups, by contrast, may be excluded from direct access because their goals challenge the government or because they lack resources. They therefore need louder methods, such as demonstrations, digital campaigns and media stunts.

This method is effective when a group has technical expertise and a reputation for reliability. Government departments often welcome evidence from professional bodies that can improve policy implementation.

Lobbying is regulated in the UK by the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act 2014, although many informal contacts remain outside its scope.

4. Parliamentary Methods | 议会方法

Pressure groups often work through Parliament even if they are not part of it. They may persuade MPs or peers to ask oral or written questions, sponsor Early Day Motions, or serve on All-Party Parliamentary Groups relevant to their cause.

5. Legal Methods and Judicial Review | 法律方法与司法审查

Legal methods allow pressure groups to challenge government decisions in court. Judicial review is a procedure by which judges examine whether a public body has acted lawfully, reasonably and fairly.

Groups such as ClientEarth have used judicial review to force the government to improve air quality plans, while immigration and civil liberties groups have challenged detention policies under the Human Rights Act 1998.

Legal action can be expensive and slow, so it is often a last resort. However, a successful ruling can bind the government and attract significant media coverage, giving even small groups substantial influence.

6. Direct Action and Protest | 直接行动与抗议
