The location of a business is one of the most important strategic decisions that managers must make. A poor location can result in high costs, low sales and competitive disadvantage, while a well-chosen location can significantly improve a firm’s profitability and long-term growth prospects. For Cambridge IGCSE Business Studies, students must understand the key factors that influence location decisions and be able to apply these concepts to real-world business scenarios.

A location decision is the process by which a business chooses the most appropriate site for its operations. The chosen site must balance cost considerations with the need to serve customers effectively and achieve the firm’s overall objectives.

A startup might prioritise low rent, while an established retailer might prioritise high footfall in a prime shopping district.

A business that chooses a poor location may face persistently lower profits than a competitor with a better site.

Quantitative factors are those that can be measured in numerical terms. These include land and property costs, labour costs, transport costs and available financial incentives. Businesses must compare these costs across alternative locations before making a decision. Quantitative data allow managers to rank different sites objectively based on measurable financial impact.

Government incentives, such as grants, reduced tax rates and subsidised land, are often offered to encourage businesses to locate in areas of high unemployment or economic decline. These incentives can substantially reduce the initial cost of setting up a factory and improve the profitability of a project that might otherwise be marginal.

These include the quality and skills of the local labour force, the standard of local infrastructure, environmental impact, quality of life for employees and the suitability of available premises. Ignoring qualitative factors can lead to costly mistakes.

A manufacturer may therefore choose an out-of-town site with low rents and good motorway access.

In services, the location itself can be part of the brand image.

6. Expanding or Relocating | 扩张或迁移

When a business grows, it may outgrow its current premises. It then faces a choice between relocating to a new site or opening an additional branch. Relocation can disrupt existing operations, may cause some existing customers to be lost, and involves moving costs. However, it may be necessary if the current site is too small, outdated or too expensive to rent.

Alternatively, a factory needing noticeably more floor space might relocate to an industrial park where expansion is easier in the future.

Some businesses choose to locate operations in other countries. This may be driven by lower labour or land costs, access to raw materials, proximity to fast-growing markets, or the availability of specialised technical expertise. When a business operates in more than one country, it becomes a multinational company. International location decisions involve additional factors such as exchange rates, trade barriers, legal systems, cultural differences and political stability.

Exchange rates matter because movements in the value of currencies can make a foreign location more or less expensive over time. Trade barriers, such as tariffs and quotas, may encourage a business to set up production inside a market to avoid paying import duties.

For example, a car manufacturer may source engines from one country, assemble vehicles in another and sell them worldwide.

An online retailer’s competitive advantage depends heavily on how quickly and cheaply it can deliver goods, which makes its centres’ location critical.

However, remote working also brings challenges, such as reduced informal collaboration and difficulty in building corporate culture, which managers must weigh in their decisions.

In the examination, students are often asked to recommend a location for a business or to evaluate a location decision. A useful framework is to follow four steps: first, identify the nature of the business and the market it serves; second, list the key factors that matter most for this type of business; third, compare alternative locations using both quantitative and qualitative data; and finally, recommend the best option with clear justification.

For example, paying higher rent for a shop with much higher footfall could result in greater total revenue and profit.
