The basic probability formula P(A) = number of favourable outcomes ÷ total number of equally likely outcomes is rarely used directly because real events are not equally likely. Instead, subjective probability based on historical data and expert judgement is common. For two independent events A and B, Edexcel A-Level students learn the multiplication rule P(A ∩ B) = P(A) × P(B). If the probability of a border incident is 0.2 and the probability of a cyberattack is 0.1, the probability that both occur independently on the same day is 0.02.

In foreign policy, a government may compare the expected costs of military intervention versus economic sanctions. Suppose intervention has a 0.6 probability of success with a benefit of £10 billion and a 0.4 probability of failure with a loss of £15 billion. The expected net benefit is 0.6 × 10 + 0.4 × (−15) = 6 − 6 = 0. Sanctions might have a 0.8 probability of moderate success with benefit £3 billion and 0.2 probability of no effect with loss £1 billion, giving expected value 0.8 × 3 + 0.2 × (−1) = 2.4 − 0.2 = 2.2. Despite lacking a dramatic payoff, sanctions have a higher expected value.
