Understanding the fundamental economic problem is essential for every Edexcel A-Level economics student. Scarcity forces individuals, firms and governments to make choices, and those choices always involve opportunity cost.

理解基本经济问题对每一位 Edexcel A-Level 经济学生都至关重要。稀缺迫使个人、企业和政府做出选择,而这些选择总是涉及机会成本。


1. The Basic Economic Problem | 基本经济问题

Economics begins with a simple but powerful idea: resources are limited, but human wants are unlimited.

经济学始于一个简单却有力的观点:资源是有限的,而人类的欲望是无限的。

Because land, labour, capital and enterprise cannot meet every desire, individuals and societies must make choices about how to use scarce resources.

由于土地、劳动、资本和企业家才能无法满足每一种欲望,个人和社会都必须就如何使用稀缺资源做出选择。

  • Limited resources are known as scarce resources.

    有限的资源被称为稀缺资源。

  • Unlimited wants create the need for prioritisation.

    无限的欲望产生了排序优先的需要。

This condition is called the basic economic problem: how to allocate scarce resources among competing uses to maximise welfare.

这种状况被称为基本经济问题:如何在竞争性用途之间配置稀缺资源以最大化福利。


2. Scarcity and Choice | 稀缺与选择

Scarcity means that resources are insufficient to satisfy all wants at a zero price.

稀缺意味着资源不足以在零价格下满足所有欲望。

Scarcity forces households, firms and governments to choose which needs and wants to satisfy first, and which must be postponed or abandoned.

稀缺迫使家庭、企业和政府选择首先满足哪些需要与欲望,以及哪些必须推迟或放弃。

Choice involves giving up alternatives, which introduces the concept of trade-offs in every economic decision.

Even free goods such as air can become scarce if they are polluted or congested, becoming economic goods with an opportunity cost.

3. Opportunity Cost | 机会成本

Opportunity cost is the value of the next best alternative forgone when an economic decision is made.

机会成本是做出经济决策时放弃的次优替代方案的价值。

It is not the sum of all alternatives, but only the highest-valued option sacrificed, making it central to rational decision-making.

它不是所有替代方案的总和,而是被牺牲的价值最高的选项,这使它成为理性决策的核心。

For example, if a government spends £10 billion on hospitals rather than schools, the opportunity cost is the lost education output and future human capital.

例如,如果政府将 100 亿英镑用于医院而非学校,机会成本就是损失的教育产出和未来的人力资本。

  • Consumer choice: buying a textbook means giving up a cinema trip.

  • Firm choice: producing cars may require giving up van production.

  • Government choice: higher defence spending may reduce health spending.

In Edexcel exams, always define opportunity cost precisely and apply it to the context of the question.

4. Factors of Production | 生产要素

Economists classify scarce resources into four factors of production: land, labour, capital and enterprise.

Each factor earns a distinct reward, and the combination of these factors determines an economy’s productive capacity.

每种要素获得不同的报酬,这些要素的组合决定了一个经济体的生产能力。

These factors are combined to produce goods and services, and their owners receive payments known as factor rewards.

这些要素被结合起来生产商品和服务,其所有者获得称为要素报酬的支付。

Enterprise is often seen as the organising factor, bringing together land, labour and capital in pursuit of profit.

5. Production Possibility Frontier | 生产可能性边界

A production possibility frontier (PPF) shows the maximum possible output combinations of two goods with given resources and technology.

生产可能性边界(PPF)显示在给定资源和技术条件下两种商品最大可能的产出组合。

Points on the curve represent productive efficiency: resources are fully and efficiently employed in their best alternative uses.

曲线上的点代表生产效率:资源被充分且有效地用于其最佳替代用途。

  • Points inside the curve show unemployment or inefficiency.

    曲线内的点表示失业或低效率。

  • Points outside the curve are unattainable with current resources.

Economic growth shifts the PPF outward, allowing more of both goods to be produced, while a natural disaster or war shifts it inward.

经济增长使 PPF 向外移动,从而可以生产更多两种商品;而自然灾害或战争则会使其向内移动。

The slope of the PPF shows the marginal opportunity cost of producing one more unit of a good.

6. Positive and Normative Statements | 实证与规范表述

Positive statements are objective and testable; they describe what is or what will be, and can be accepted or rejected by evidence.

实证表述是客观且可检验的;它们描述是什么或将会是什么,并可以通过证据被接受或拒绝。

Normative statements are subjective and value-based; they express what ought to be and cannot be proven true or false by data alone.

  • Positive example: ‘An increase in income tax reduces disposable income.’

    实证例子:“提高所得税会减少可支配收入。”

  • Normative example: ‘The government should reduce income tax to help workers.’

Edexcel exams often ask students to classify statements and explain why value judgements cannot be proven true or false.

Economists may agree on positive analysis but disagree on normative policy because they hold different values and priorities.
