Election results are often reported as a ‘mandate’ from the voters, but behind that word lie precise mathematical ideas such as percentages, sampling error, confidence intervals and hypothesis tests. In the Edexcel A-Level Mathematics specification, these tools appear in the statistics content and are ideal for analysing how strong an electoral mandate really is.

1. What Is an Electoral Mandate? | 什么是选举授权?

An electoral mandate is the authority granted by voters to a candidate or party based on the share of votes and seats won. In mathematics we do not debate the political meaning; we quantify the mandate using vote share, turnout, seat totals, and majority or plurality.

选举授权是选民根据候选人或政党获得的选票和席位份额所赋予的权力。在数学中我们不讨论政治含义,而是用选票份额、投票率、席位总数以及多数或相对多数来量化授权。

For example, if a party wins 42% of the vote with 68% turnout, its support among all registered electors is 0.42 × 0.68 = 0.2856, or 28.6%. This conversion from headlines to base rates is a key skill in proportional reasoning.

例如,如果一个政党以68%的投票率赢得42%的选票,它在所有登记选民中的支持率为 0.42 × 0.68 = 0.2856,即 28.6%。这种从标题数字到基数的转换是比例推理的关键技能。

Sometimes candidates claim a ‘strong mandate’ after winning a seat with only a plurality, but the mathematical strength of that claim depends on turnout, valid votes, and the gap between candidates. A large number of spoiled ballots or a narrow margin can weaken the statistical evidence.

2. Vote Share and Percentage Change | 得票份额与百分比变化

Vote share is the number of votes for a party divided by the total valid votes cast. Suppose Party A receives 13,248,900 votes out of 31,340,000 valid votes. Its vote share is:

得票份额是指一个政党的得票数除以有效选票总数。假设甲党获得 13,248,900 票,有效选票总数为 31,340,000 票。其得票份额为:

13 248 900 ÷ 31 340 000 × 100% ≈ 42.27%

Percentage change compares two elections. If the same party won 38.1% last time, the change in percentage points is 42.27 − 38.1 = 4.17 percentage points. The relative increase is 4.17 ÷ 38.1 × 100% ≈ 10.94%.

百分比变化用于比较两次选举。如果该党上次赢得 38.1% 的选票,则百分点变化为 42.27 − 38.1 = 4.17 个百分点。相对增长为 4.17 ÷ 38.1 × 100% ≈ 10.94%。

A common error is to treat percentage points and percentages as the same. An increase from 38% to 42% is a rise of 4 percentage
