In the UK House of Commons, backbenchers are Members of Parliament who do not hold ministerial office and are not opposition frontbench spokespeople. Although they often attract less media attention than party leaders or cabinet ministers, backbenchers perform essential functions that sustain parliamentary democracy, constituency representation and executive accountability. These examples show that when backbenchers act collectively, they can reshape the political agenda.

Critically, it provides the mechanism for Conservative MPs to challenge their leader: if at least 15% of Conservative MPs send letters of no confidence, a vote is triggered. A leader who loses a confidence vote must resign and cannot stand in the subsequent leadership contest.
