Poverty is one of the most significant economic and social challenges facing the world today. For IGCSE Economics students, understanding the causes of poverty, how it is measured, and the policies designed to reduce it is essential for analysing government intervention and development issues.

Poverty can be defined as a state in which an individual or household lacks the financial resources required to meet basic needs such as food, clean water, shelter, healthcare and education. The concept of ‘need’ is not fixed—it changes across societies and over time.

The World Bank defines the international absolute poverty line at US$ 2.15 per person per day (2022 purchasing power parity). People living below this line are considered to be in extreme poverty.

Relative poverty, in contrast, is defined in relation to the income distribution of a particular society. A person is said to be in relative poverty if their income is below a certain proportion of the median income—for example, below 60% of the median. Relative poverty reflects inequality within a country, not just the inability to meet absolute needs.

Understanding the causes of poverty is essential before designing policies to tackle it. The causes are often interconnected and vary from person to person and country to country.

Unemployment and underemployment: A lack of employment opportunities or low-quality, low-paid work leaves individuals and families without sufficient income to sustain a decent standard of living.

4. Measuring Poverty | 贫困的衡量
Measuring poverty is necessary to assess the scale of the problem, target policies, and evaluate their effectiveness. Several related measures are used by economists and international organisations.

The headcount ratio measures the proportion of the population living below the poverty line. For example, if 20% of a country’s population lives on less than US$ 2.15 per day, the headcount ratio is 20%. This measure is simple and easy to communicate but does not show how far below the poverty line the poor are.

The Gini coefficient is a broader measure of income inequality on a scale from 0 (perfect equality) to 1 (perfect inequality). A high Gini coefficient suggests that income is concentrated in the hands of a few, often accompanied by relatively high levels of relative poverty.
