1. Understanding Strategic Implementation | 理解战略实施

Strategic implementation is the process of converting strategic plans into action through resource allocation, organisational structure, budgets, people and change management. In the strategic management model, implementation follows strategic analysis and strategic choice, but it is often the most difficult stage because it requires coordinated effort across the whole business.

2. From Strategy to Operational Plans | 从战略到运营计划

A corporate strategy remains a statement of intent until it is broken down into functional and operational objectives. Senior managers must translate broad goals into specific tasks for marketing, operations, finance and human resources.

For example, a corporate strategy to increase market share by 5% within two years cannot be implemented directly. It requires a marketing objective to launch two new products, an operations objective to increase capacity by 10%, and a finance objective to secure capital funding.

3. Resource Allocation and Budgeting | 资源分配与预算

Implementation depends on the right resources being available at the right time. Financial budgets, staffing plans and project timelines must be linked to the strategic plan. If budgets are not adjusted, managers tend to continue spending on existing activities rather than new strategic priorities.

4. Organisational Structure and Functional Objectives | 组织结构与职能目标

An organisational structure should support the chosen strategy. A differentiation strategy often benefits from a divisional structure that allows teams to focus closely on customer groups, while a cost-leadership strategy may use a functional structure to maximise efficiency and control costs.

Functional objectives must be aligned so that marketing, operations, HR and finance do not pull in different directions. For example, if marketing promises faster delivery but operations has no plan to increase warehouse staff, implementation will fail.

Strong leadership is essential during implementation. Leaders must communicate the vision clearly, gain commitment from employees, and remove obstacles that block progress. Without visible leadership support, middle managers may ignore new strategic priorities.

Communication should be two-way. Town-hall meetings, team briefings and feedback loops help employees understand why change is happening and allow managers to identify problems early. Poor communication leads to rumours, uncertainty and low morale.

Most strategic implementation involves some degree of change. Lewin’s three-stage model is a useful framework: unfreeze existing behaviour, make the change, then refreeze new practices so they become the norm.

7. Corporate Culture and Resistance | 企业文化与阻力

Culture is the shared values, beliefs and norms that shape how people behave in a business. A culture that rewards innovation and measured risk taking supports strategic change. A blame culture, where mistakes are punished, creates fear and resistance.

文化是影响员工行为方式的共同价值观、信念和规范。鼓励创新和适度冒险的文化支持战略变革。责备文化会惩罚错误,制造恐惧和阻力。

Resistance to change can arise from self-interest, fear of job loss, habit, misunderstanding, or a belief that the new strategy will fail. Managers should not simply ignore resistance; they must diagnose its cause and address it through involvement, training and communication.
