In any business organisation, decisions are rarely made in isolation. Every action a business takes affects, and is affected by, a range of individuals and groups known as stakeholders. Understanding who these stakeholders are, what they want, and how their interests may conflict is a core requirement of the CIE A-Level Business syllabus.

Shareholders are the legal owners of a limited company. Their primary objective is usually to maximise their return on investment, which comes in two forms: dividends and capital growth (rising share price). In large public limited companies, there is often a separation of ownership and control — shareholders own the business but managers control day-to-day decisions.

Almost inevitably, the objectives of different stakeholder groups will conflict. A classic example is the tension between shareholders and employees: shareholders want higher profits, which may lead management to cut wages or reduce staffing; employees, by contrast, want higher pay and better working conditions, which raise costs and reduce profit.

Businesses cannot simply ignore stakeholder conflicts; they must actively manage them. One widely used framework is the stakeholder mapping matrix based on two dimensions: power (how much influence each stakeholder has over the business) and interest (how much the stakeholder cares about the business’s decisions).
