📚 A-Level History | The Multiple Causes of the German Revolution |

The German Revolution of 1918–1919 marked the dramatic collapse of the German Empire and the birth of the Weimar Republic. It was not a single, sudden event, but the culmination of multiple converging pressures that had been building for years. To understand why the revolution erupted when it did, historians must examine a complex web of military, economic, political, and ideological factors that together destroyed the legitimacy of the Kaiserreich.

1. The Impact of the First World War |

The First World War was the single most important backdrop to the German Revolution. By 1918, Germany had been at war for over four years, sustaining enormous casualties and exhausting its material resources. The failure of the Spring Offensive in March–July 1918, followed by the Allied Hundred Days Offensive, made it clear that Germany could not win the war. Military defeat shattered the prestige of the army, which had been the most revered institution in German society.

By October 1918, Germany’s allies were collapsing one by one: Bulgaria surrendered in September, the Ottoman Empire and Austria-Hungary followed in October. Germany stood alone against a coalition of increasingly powerful adversaries. The military leadership itself, led by Generals Hindenburg and Ludendorff, recognised defeat and pushed for an armistice. Crucially, they wanted the civilian government to take responsibility for the surrender, a move that would later feed the infamous “stab-in-the-back” myth.

2. Economic Devastation and the “Turnip Winter” |

The British naval blockade, imposed from 1914, starved Germany of essential food imports and raw materials. The blockade was devastating in its effects: by 1918, the German civilian population was malnourished, with thousands dying from hunger-related diseases. The winter of 1916–1917, known as the “Turnip Winter,” was particularly severe; the potato harvest failed, and the population was forced to subsist on turnips, which were normally fed to livestock.

Industrial production also fell dramatically. Conscription drained the workforce, while coal and iron shortages limited arms output. Real wages declined by roughly half between 1913 and 1918, while the cost of living soared. The war economy, directed by the military through programmes such as the Hindenburg Programme, placed enormous strain on ordinary citizens. This economic misery generated deep resentment against a government that seemed unable or unwilling to end the suffering.

3. The Failure of Political Reform: The July Crisis of 1917 | 政治改革的失败:1917年七月危机

Before the revolution, there were genuine attempts at political reform within the existing system. In July 1917, Chancellor Bethmann Hollweg, under pressure from the Reichstag, proposed a series of reforms including the introduction of universal, equal, and secret suffrage in Prussia, which still used a three-class voting system. The Kaiser, however, resisted these changes, and Bethmann Hollweg was dismissed.

The Reichstag’s Peace Resolution of 19 July 1917, which called for a peace without annexations, was similarly symbolic of the growing gap between the parliamentary majority and the military-royal establishment. But the resolution had no binding force. Despite the Reichstag’s democratic mandate, real power remained in the hands of the Kaiser, the army, and the conservative elites. The failure of these modest reform efforts demonstrated that change through official channels was effectively blocked.

4. The Revolutionary Influence of Russia and Bolshevik Propaganda |

The Russian Revolution of 1917 had an electrifying effect on German workers and soldiers. The fall of the Tsar in March 1917 and the Bolshevik seizure of power in November demonstrated that even the most powerful autocratic regimes could be overthrown. The Bolsheviks’ call for “peace, land, and bread” resonated deeply with war-weary Germans facing the same shortages and suffering.

The German government inadvertently aided this process. In 1917, the German High Command allowed Lenin to travel in a sealed train from Switzerland to Russia, hoping he would destabilise the Russian war effort. German revolutionaries, including groups such as the Spartacists around Rosa Luxemburg and Karl Liebknecht, drew direct inspiration from the Russian example. While the Spartacists remained a minority, their revolutionary rhetoric and calls for a council-based republic influenced the political imagination of workers and soldiers in 1918.

5. The Kiel Mutiny: The Immediate Trigger |

The revolution was triggered by a specific event: the Kiel mutiny of late October 1918. Facing defeat, Admiral von Hipper ordered the High Seas Fleet to sortie for a desperate final battle against the British Royal Navy. Sailors at Kiel and Wilhelmshaven, unwilling to die in a futile engagement, mutinied. Sailors’ councils were formed, and within days, the rebellion spread along the coast to Lübeck, Bremen, and Hamburg.

The mutiny quickly transformed from a naval protest into a general political revolution. Workers in Kiel responded to the sailors’ call and went on strike, demanding peace and democratic reforms. The fact that even the supposedly loyal navy had turned against the regime was a devastating blow to the monarchy’s authority. What had begun as a refusal to obey a single order became, within one week, a nationwide movement for systemic change.

6. The Collapse of Authority: From Reform to Abdication |

The spread of the revolution prompted frantic attempts at last-minute reform. Prince Max of Baden, who had been appointed Chancellor in October 1918, introduced a series of constitutional changes that effectively transformed Germany into a parliamentary monarchy. The Reichstag’s power was enhanced, and the military now operated under civilian control. Yet these reforms, introduced from above, were seen as too little, too late by the revolutionary masses in the streets.

On 7 November, Kurt Eisner proclaimed a socialist republic in Bavaria, and the Wittelsbach monarchy fell. Similar proclamations followed in other cities. On 9 November, with Berlin gripped by mass demonstrations, Chancellor Max of Baden announced the Kaiser’s abdication without waiting for formal approval. Philipp Scheidemann, a Social Democrat, proclaimed the German Republic from a window of the Reichstag. The Emperor Wilhelm II fled to exile in the Netherlands on 10 November.

7. The Role of the Working Class and Trade Unions |

The German working class had been transformed by the war. Factory workers in armaments industries were the backbone of the war economy, yet their conditions had deteriorated drastically. The Auxiliary Service Law of 1916 restricted labour mobility and subjected workers to military-style discipline. In factories, workers had established informal networks of communication and collective resistance that would prove essential in November 1918.

The trade unions, under the leadership of figures such as Friedrich Ebert, initially supported the war through the Burgfrieden (“fortress peace”) truce of 1914. But by 1918, union members faced starvation and exhaustion; strike movements broke out in January 1918 in Berlin, involving over half a million workers. The mass strike wave demonstrated both the suffering of the workers and their growing political consciousness. When the uprising came in November, the working-class districts of major cities were the centre of revolutionary activity.

8. The Weakness of the Government and the Danger from the Right | 政府的软弱与右翼的威胁

The final impetus for revolution came from a desire to pre-empt both chaos from the left and repression from the right. On the one hand, radical leftists inspired by Bolshevism threatened to seize power through insurrection. On the other hand, conservative forces, including elements of the military, might have attempted a coup to preserve the monarchy by force. The Social Democrats aimed to channel the revolutionary energy into a safe, parliamentary transformation before either extreme prevailed.

Sailor and soldier councils controlled strategic points across Germany. In Berlin, troops sent to suppress the demonstrations either refused to fire or switched sides. The old instruments of state coercion had become unreliable. With the Kaiserreich’s authority hollowed out, the path was open for the Social Democrats to declare a republic and negotiate the armistice. Thus, the revolution was partly an act of political management by moderates who sought to avoid a Soviet-style revolution on German soil.

9. The Interaction of Causes: A Multi-Factor Analysis |

No single cause can fully explain the German Revolution. It was the interaction of defeat, hunger, political frustration, revolutionary ideas, and the final trigger of the Kiel mutiny that together brought down the monarchy. Military defeat removed the regime’s strongest pillar of support among the conservative middle classes. Economic collapse eroded everyday life and made the population receptive to radical solutions. The blocked reform path delegitimised the existing system and convinced many that only direct action could achieve change.

It is important to stress that the revolution was not a pre-planned conspiracy. Even the Spartacists were surprised by the speed of events. Rather, it was a cascade process: each element of the regime—the army, the bureaucracy, the monarchy itself—lost credibility in turn, creating a vacuum that workers’ and soldiers’ councils filled. The revolution was thus both a self-conscious action for democracy and an uncoordinated collapse of a war-weakened system.

10. Conclusion: The German Revolution as a Turning Point |

The German Revolution of 1918–19 was the product of a prolonged systemic crisis exacerbated by a catastrophic war. Defeat on the battlefield, starvation on the home front, the obstruction of peaceful reform, the contagious example of Russia, and the spark of the naval mutiny all combined to end the Hohenzollern monarchy. The revolution produced the Weimar Republic, yet its unresolved tensions—the legitimacy of the new order, the place of the army, and the division within the left—would continue to shape German politics for a generation and beyond.
