Most significantly, the Reinsurance Treaty with Russia was allowed to lapse in 1890, a decision driven by Wilhelm’s pro-Austrian sympathies and his distrust of Tsarist Russia. This single act removed the chief guarantee against a two-front war and pushed Russia towards France. The Franco-Russian Alliance of 1894 thus encircled Germany — the exact scenario Bismarck had spent two decades trying to prevent.

The First Naval Law (1898) and the Second Naval Law (1900) provided for the construction of a fleet capable of challenging the Royal Navy in the North Sea.

The German Naval Laws of 1908 and 1912, which attempted to close the Dreadnought gap, only intensified British determination and public alarm.

For two decades, Germany had hitched its fate to the fortunes of the ailing Habsburg Empire, the most unstable great power in Europe. Bethmann Hollweg’s claim in 1914 that the ‘blank cheque’ was necessary to preserve Austria as a Great Power reflected how completely German policy had come to depend on a single weakening ally.

Chancellor Bethmann Hollweg had hoped to extract territorial compensation in the French Congo, but the sharp British warning — delivered by Lloyd George at the Mansion House — forced Germany to accept a humiliating compromise. Britain gained no territory but lost its tolerance for German bullying; in Paris, the crisis hardened the conviction that Germany intended to dominate Europe.

While the crisis was resolved in the Central Powers’ favour, it left lasting resentment in Russia and convinced the German leadership that a firm posture could deliver diplomatic victories without war.

By 1914, Germany had lost control of the very alliance dynamics it had cultivated: each crisis made Vienna more confident of German backing, and Berlin more fearful of appearing weak in front of its only reliable ally.

In an interview published in Britain, Wilhelm II claimed that Germany was England’s friend, that he had devised the war strategy used by the British in South Africa, and that the German people harboured hostile feelings towards Britain. The interview provoked outrage in Germany and derision in Britain.

Indeed, the affair reveals a deeper pathology: Germany’s leaders — the Kaiser, the Chancellor, and the military — simultaneously pursued policies that provoked British hostility and then complained that Germany was being ‘encircled’ by hostile powers. The belief in encirclement was less a reality than a self-fulfilling prophecy.

The German military, led by the Schlieffen Plan’s assumptions, favoured a quick preventive war before Russia’s military modernisation, due for completion around 1917, made German victory impossible.

The German declaration of war on Russia (1 August) and on France (3 August), followed by the violation of Belgian neutrality, brought Britain into the war on 4 August 1914. The Schlieffen Plan transformed a Balkan war into a world war within a month.

What is beyond dispute is that German foreign policy after 1890 displayed a reckless oscillation between bluster and retreat, transforming Bismarck’s stable European equilibrium into a self-made encirclement culminating in the greatest war the world had yet seen.
