A subsequent Indemnity Bill in 1866 retrospectively legalised his rule without budget in exchange for parliament’s approval of his actions—a classic Bismarckian compromise that transformed opponents into supporters.

Russia, angry at Austria’s stance during the Crimean War, was content to see Austria humbled. In short, Bismarck’s opponents were diplomatically isolated, divided, or simply outmanoeuvred.

Even he acknowledged that his system was a masterpiece of balancing forces—one that only a statesman of his calibre could operate. When he was dismissed in 1890, the machinery he had built proved far harder to operate without him.
