Poverty: Causes, Effects and Strategies |

📚 Poverty: Causes, Effects and Strategies |

Poverty is one of the most persistent economic challenges faced by both developing and developed economies. It refers to a state where individuals or households lack sufficient income or resources to maintain an adequate standard of living. In the IGCSE Economics syllabus, understanding the causes, consequences, and policy responses to poverty is essential for evaluating government intervention in the economy.

1. Definition of Poverty |

Poverty is generally classified into two categories: absolute poverty and relative poverty. Absolute poverty occurs when a person’s income falls below a minimum level required to meet basic needs such as food, shelter, and clothing. This threshold is often measured using an international poverty line, such as the World Bank’s benchmark of US$2.15 per day (updated in 2022).

Relative poverty, on the other hand, is defined in relation to the general standard of living in a particular society. A person is said to be in relative poverty if their income is significantly lower than the median income of the population, making it difficult for them to participate fully in normal social activities. For example, in the UK, relative poverty is typically defined as household income below 60% of the median income.

Poverty line (贫困线) → the minimum income level required to meet basic needs (满足基本需求所需的最低收入水平)

2. Measuring Poverty |

There are several ways to measure the extent of poverty in an economy. The headcount ratio measures the proportion of the population living below the poverty line. It is simple to calculate and easy to understand, but it does not show how deep or severe the poverty is. For instance, two countries may have the same headcount ratio, yet in one country the poor may be just below the line while in the other they may be far below it.

The poverty gap index addresses this limitation by measuring the average shortfall of the poor from the poverty line, expressed as a percentage of that line. Additionally, the Gini coefficient, while primarily a measure of income inequality, is often used alongside poverty measures. A Gini coefficient of 0 represents perfect equality, while a value of 1 (or 100%) represents perfect inequality.

Measure (衡量指标) What it shows (反映内容) Limitation (局限性)
Headcount ratio (贫困人口比率) Proportion below poverty line (贫困线以下人口比例) Ignores depth of poverty (忽略贫困深度)
Poverty gap index (贫困差距指数) Average shortfall from poverty line (与贫困线的平均差距) Does not show distribution among the poor (未显示贫困人口的分布)
Gini coefficient (基尼系数) Income inequality (收入不平等程度) Not a direct poverty measure (非直接贫困指标)

3. Causes of Poverty |

The causes of poverty are complex and multifaceted. One major cause is unemployment and underemployment. When individuals cannot find work or can only find part-time or informal employment, they earn insufficient income to support themselves and their families. Structural changes in the economy, such as the decline of manufacturing industries, can leave certain groups of workers without suitable job opportunities.

Another significant cause is low levels of education and skills. Workers with little education or few technical skills tend to have lower productivity and therefore earn lower wages. In developing countries, children from poor families often cannot afford school fees or must work to support their families, creating a vicious cycle of poverty that passes from one generation to the next.

Additionally, lack of access to capital and credit prevents poor individuals from starting businesses or investing in income-generating activities. Discriminatory social structures, such as those based on gender, ethnicity, or caste, can also limit economic opportunities for certain groups. Furthermore, macroeconomic factors such as inflation erode the purchasing power of low-income households, while economic recession increases job losses and reduces government revenue available for social support.

4. Effects of Poverty on Individuals |

For individuals, poverty imposes severe material and non-material costs. Materially, poor households often face inadequate nutrition, poor housing conditions, and limited access to clean water and sanitation. These conditions directly increase the risk of illness and disease, and poor families may be unable to afford healthcare or health insurance, leading to worse health outcomes and lower life expectancy.

Education is also severely affected. Children from poor families are more likely to drop out of school, either because of school fees, the need to work, or poor health. This reduces their future earning potential and perpetuates the cycle of poverty. Psychologically, poverty is associated with stress, low self-esteem, and social exclusion, which can further undermine an individual’s ability to improve their circumstances.

5. Effects of Poverty on the Economy |

At the macroeconomic level, poverty imposes substantial costs on the economy as a whole. High poverty rates are associated with lower overall productivity, because poor workers are often unhealthy, undernourished, and undereducated. This reduces the quality and quantity of human capital, which is a key factor in long-run economic growth.

Poverty also imposes a fiscal burden on the government. Governments must allocate increasing resources to welfare payments, healthcare subsidies, and social assistance programmes, which might otherwise be invested in infrastructure or productive industries. Moreover, poverty is often linked to higher crime rates, which increases spending on law enforcement and creates an unstable environment for business investment. In this way, poverty can trap an economy in a low-growth equilibrium, as shown by the cycle of poverty: low income → low savings → low investment → low economic growth → low income.

Cycle of poverty (贫困循环): Low income (低收入) → Low savings (低储蓄) → Low investment (低投资) → Low growth (低增长) → Low income (低收入)

6. Strategies: Economic Growth and Employment |

The most fundamental strategy for reducing poverty is to promote sustained economic growth. When GDP grows, aggregate demand increases, which raises the demand for labour and creates employment opportunities. Growth can be stimulated through investment in physical infrastructure, such as transport networks, energy supply, and communication systems, which reduces the cost of doing business and attracts both domestic and foreign investment.

Job creation is particularly important for the poor, since labour is often their only productive asset. Labour-intensive industries, such as textiles, tourism, and agriculture, can absorb large numbers of low-skilled workers. Governments can also implement active labour market policies, including job training programmes, job placement services, and support for small and medium-sized enterprises (SMEs), which are major sources of employment in most economies. Microfinance schemes, which provide small loans to poor individuals, can also enable them to start small businesses and escape poverty.

7. Strategies: Education, Welfare and Targeted Interventions |

Investment in education and healthcare is a long-term strategy that addresses the root causes of poverty. Free or subsidised schooling increases school enrolment and reduces child labour, while investment in vocational training equips workers with skills demanded by the labour market. Similarly, accessible healthcare improves productivity and prevents poor families from falling deeper into poverty due to ill health and medical expenses.

Direct welfare programmes provide immediate relief to those in need. Conditional cash transfers, such as Brazil’s Bolsa Familia, provide money to poor families on the condition that children attend school and receive vaccinations. Such programmes address both immediate income poverty and long-term human capital formation. Other welfare measures include subsidised food, housing assistance, and unemployment benefits. Progressive taxation, where higher-income groups pay a larger share of their income in tax, helps fund these programmes and redistributes income from the rich to the poor.

Targeted interventions are also essential to reach specific vulnerable groups. These may include old-age pensions, disability benefits, and programmes aimed at empowering women and ethnic minorities. Addressing corruption and improving governance ensure that resources actually reach those in need.

8. Evaluation of Strategies |

Each strategy has its advantages and limitations. Economic growth is the most sustainable route out of poverty, because it creates jobs and raises government revenue. However, growth alone may not reduce poverty if the benefits are concentrated in the hands of a few. This is the problem of “growth without redistribution” — income inequality may widen even as the economy grows, leaving the poorest behind.

Welfare programmes, while effective at providing immediate relief, can create dependency and reduce the incentive to work if they are poorly designed. However, conditional transfers and time-limited benefits can mitigate this problem. In developing countries, the effectiveness of welfare is often constrained by weak institutional capacity, inadequate tax revenue, and the informal nature of much of the economy. Ultimately, a combination of pro-poor growth, investment in human capital, and well-targeted welfare programmes is likely to be most effective. Governments must also be mindful of the trade-off between equity and efficiency: excessive redistribution may discourage work and investment, while insufficient redistribution may leave poverty entrenched.

In conclusion, poverty is a multidimensional problem with deep economic, social, and structural roots. It harms individuals through poor health, limited education, and social exclusion, while imposing significant costs on the wider economy through reduced productivity and increased government expenditure. Effective poverty reduction requires a comprehensive approach: promoting economic growth that creates jobs, investing in education and health to break the intergenerational cycle of poverty, and implementing targeted welfare programmes that protect the most vulnerable. No single strategy is sufficient on its own, and the appropriate policy mix will depend on the specific circumstances of each economy.
