All societies face the fundamental economic problem of scarcity. Because resources are finite while human wants are unlimited, every economic system must answer three basic questions: What to produce? How to produce? And for whom to produce? The way a society answers these questions defines its economic system.

Methods include the sale of shares, direct sales to strategic investors, employee buy-outs, and voucher privatisation.

Without them, entrepreneurs face excessive risk and corruption can distort economic decisions.
