The rivalry between Austria and Prussia was the defining structural tension of German history from the eighteenth century to 1866. The revolutions that swept across Europe in 1848 reached the German lands with explosive force. Liberal and nationalist demands for political reform and national unity forced both Austria and Prussia to promise constitutions and concessions. The Frankfurt Assembly initially leaned towards a Greater German solution, but Austria’s new emperor, Francis Joseph, refused to accept any constitution that would break up the Habsburg Empire’s non-German territories. When Austria declined the imperial crown, the Assembly turned to the King of Prussia, Frederick William IV. He likewise refused the crown, rejecting what he called ‘a crown from the gutter’ — a crown offered by revolutionaries rather than by the princes. The Assembly collapsed, and the German Confederation was restored under Austrian leadership.

Austria, however, would not tolerate this challenge. With Russian support, Austria pressured Prussia to abandon the Erfurt Union. In what became known as the ‘Punctation of Olmütz’, Prussia agreed to dissolve its union and accept Austrian leadership of a re-constituted German Confederation. Bismarck did not seek war with Austria for its own sake; rather, he aimed to isolate Austria diplomatically and prepare the ground for a Prussian solution to German unification.

Bismarck’s diplomatic strategy was meticulous. First, he ensured Russian neutrality by supporting Russian suppression of the Polish uprising of 1863. Second, he cultivated the friendship of Napoleon III of France, offering vague promises of territorial compensation to keep France out of a future war. Third, he exploited the ambitions of the Italian kingdom, which sought to acquire Venetia from Austria. In 1866, Prussia and Italy signed a secret alliance, guaranteeing that Austria would have to fight on two fronts.

Both states claimed the right to administer the duchies, and their competing interpretations of the arrangement became increasingly irreconcilable. In essence, Schleswig and Holstein served as the casus belli that Bismarck deliberately exploited to provoke Austria.

By 1866, the situation had deteriorated beyond repair. Austria mobilised the German Confederation to resolve the dispute through federal intervention, effectively asking the smaller German states to arbitrate between the two great powers. Austria, in response, persuaded the Confederation to mobilise its federal army against Prussia. The war had become unavoidable.

The war that broke out in June 1866 lasted only seven weeks, yet it was decisive in reshaping central Europe. On the Prussian side, the army had undergone profound reform since 1859. Under Helmuth von Moltke the Elder, the Prussian General Staff perfected the use of railways for rapid troop concentration, and the introduction of the Dreyse needle-gun gave infantry soldiers a decisive advantage in rate of fire — the bolt-action breech-loading weapon allowed Prussian soldiers to fire while lying down and reload far more quickly than Austrian troops using muzzle-loading rifles.

These military advantages were compounded by Austria’s strategic weakness. The Habsburg Empire had been financially beleaguered throughout the 1850s and 1860s, and its military reforms had lagged behind those of Prussia. Furthermore, Austria’s command structure was divided between the Emperor, the Ministry of War and the commanders in the field. When war came, the Austrian army was forced to divert substantial forces to face Italy, leaving the northern front against Prussia critically weakened.

Meanwhile, the smaller German states aligned with Austria — Bavaria, Saxony, Hanover, Württemberg and others — attempted to mobilise their own federal contingents. Prussia’s swift strikes overwhelmed these forces in short succession, occupying Hanover and defeating the south German armies piecemeal.

The decisive battle occurred at Königgrätz (Sadowa) in Bohemia on 3 July 1866. It was the largest battle fought in Europe before the twentieth century, involving more than 400,000 troops. The Austrian commander, Benedek, positioned his forces along the Bistritz River, expecting a frontal assault. However, Moltke employed his ‘march divided, fight united’ strategy: the Crown Prince’s Second Army arrived on the battlefield in the afternoon, striking the Austrian right flank. The combined pressure broke the Austrian line, forcing a full-scale retreat with more than 40,000 casualties.

The south German states — Bavaria, Württemberg, Baden and Hesse-Darmstadt — remained nominally independent but were bound to Prussia through secret military alliances. The way was prepared for the next stage: the Franco-Prussian War of 1870–71, which would sweep the south German states into the German Empire.

The Austro-Prussian conflict was not a simple story of Prussian aggression against Austrian stagnation, although this narrative carries a substantial element of truth. More fundamentally, it was a structural struggle between two incompatible visions of Germany: Austria’s multi-national, conservative empire and Prussia’s ethnically German, militarised state. The war of 1866 decided this struggle overwhelmingly in Prussia’s favour, but it also set the stage for the challenges that would follow. Austria, humiliated but intact, transformed into the Dual Monarchy of Austria-Hungary in 1867 and thereafter turned her attention eastwards to the Balkans — a shift that would trigger the diplomatic crisis of 1914.

For Prussia, the victory at Königgrätz was the necessary precondition for German unification under its leadership. It eliminated the only rival that could plausibly unite Germany on different terms, and it forced the remaining independent German states to accept Prussian protection. The roots of the conflict — dualism, economic rivalry, 1848’s unresolved questions, and the humiliation of Olmütz — had all been settled by blood and iron. The German question had been answered, but the answer came at the cost of the permanent exclusion of Austria and the eventual division of Europe into armed camps.
