Scarcity is the fundamental economic problem. It arises because human wants are unlimited, while the resources available to satisfy those wants are limited (finite). Since resources cannot produce everything that everyone desires, scarcity forces individuals, firms, and governments to make choices about how to allocate these limited resources.

5. The Three Basic Economic Questions | 三大基本经济问题

Because of the basic economic problem, every society must answer three fundamental questions. These questions form the framework for understanding how different economic systems operate.

An economic system is the way a society allocates its scarce resources to answer the three basic questions. The three main types of economic systems are the market economy, the planned (command) economy, and the mixed economy.

Market economy (市场经济): In a free market economy, resources are allocated by the price mechanism through the forces of demand and supply. The questions of what, how, and for whom to produce are answered by the market itself.

Resource allocation refers to how the factors of production are distributed among different uses and users. The mechanism of allocation depends on the economic system in place.

In a market economy, the price mechanism allocates resources. Prices act as signals to both consumers and producers. In this way, resources flow towards markets where they are most valued and are withdrawn from markets where they are not.

The production possibility curve (PPC), also called the production possibility frontier (PPF), is a highly useful diagram that illustrates the basic economic problem, scarcity, opportunity cost, and economic growth. It shows the maximum combinations of two goods that an economy can produce using all of its resources fully and efficiently.

The curve is drawn with one good on each axis. If an economy produces only goods A and B, points on the curve represent efficient production where all resources are fully used. Points inside the curve indicate inefficiency: resources are underemployed. Points outside the curve are unattainable with current resources and technology.

The PPC also demonstrates opportunity cost. When an economy moves along the curve to produce more of one good, it must produce less of the other — the opportunity cost is the amount of the good forgone. The curve is typically bowed outward (concave to the origin) because resources are not perfectly adaptable between the production of different goods.

A decline in resources would shift the curve inward.
