Otto von Bismarck, the architect of German unification, dominated European politics for nearly three decades. His dismissal in March 1890 by Emperor William II was not a sudden event but the product of deep policy clashes, constitutional ambiguities and irreconcilable personal rivalry. For A-Level students, understanding the factors behind his fall is essential for analysing the fragility of Bismarckian government and the origins of Germany’s later ‘world policy’.

In practice, under William I (1871-1888), Bismarck made policy and even prevented the monarch from seeing ministers alone. He cultivated alliances that isolated France and maintained conservative order against socialism.

Bismarck treated the young Kaiser as a schoolboy, used tears and threats of resignation as weapons, and made decisions without consulting him. William II resented being treated as a child and demanded respect as his constitutional right.

A parliamentary defeat brought matters to a head. The Anti-Socialist Law had been renewed several times, but in January 1890 the Reichstag rejected a new and harsher version. Bismarck had lost his majority coalition—the so-called ‘Cartel’ of Conservatives and National Liberals—at the February 1890 elections.

This was the immediate trigger for dismissal: the Kaiser preferred getting rid of the Chancellor to risking revolution.
