On 9 November 1918, in Berlin, the situation reached its climax. Chancellor Max von Baden announced the Kaiser’s abdication without consulting him, and transferred his own office to Friedrich Ebert, the leader of the Social Democratic Party (SPD). Meanwhile, Philipp Scheidemann, also of the SPD, proclaimed the German Republic from a window of the Reichstag building, pre-empting the more radical communist declaration that Karl Liebknecht was about to make at the Berlin City Palace. This pact, known as the Ebert-Groener Pact, has been widely debated by historians. Its immediate effect was to prevent a communist takeover and to stabilise the new republic. The conflict between the two parties came to a head in December 1918 over the issue of soldiers’ councils. Ebert responded decisively. He appointed Gustav Noske, an SPD politician, as the commander of the government forces. Noske used a combination of regular troops and right-wing volunteer units, known as Freikorps, to crush the uprising. Berlin was recaptured after bitter street fighting. On 15 January 1919, Liebknecht and Luxemburg were captured and brutally murdered by Freikorps soldiers. Within days of the uprising’s suppression, the elections for the National Assembly were held on 19 January 1919. The turnout was exceptionally high at 83%. The results were encouraging for the pro-democratic forces: the SPD won the largest share of the vote at 37.9%, followed by the Centre Party (Zentrum) at 19.7% and the liberal German Democratic Party (DDP) at 18.6%. The constitutional committee, chiefly the work of the legal scholar Hugo Preuss, drew heavily on American, British, French, and Swiss constitutional models.
