Bismarck received the dispatch while dining with the War Minister, General Roon, and Chief of the General Staff, Helmuth von Moltke. The two generals were gloomy at the prospect of a peaceful resolution, believing that a war with France was necessary to complete German unification.

The effect of the edited Ems Dispatch was precisely what Bismarck had intended. The French press reacted with outrage, reporting that the Prussian king had insulted the French ambassador and humiliated France. Public opinion in France was inflamed, and cries of “À Berlin!” (“To Berlin!”) filled the streets of Paris. The emperor’s government, having demanded the quarrel, found itself trapped by the anger it had unleashed. The Emperor observed that the war which was now inevitable had nonetheless been brought about by his own diplomacy, and that France had been outmanoeuvred.

On 14 July, the French government took the decision to mobilise. On 15 July, the Chamber of Deputies voted in favour of the declaration of war by a substantial majority, despite the objections of a small and increasingly vocal republican opposition led by Adolphe Thiers. The vote was 247 in favour and only 7 against. The French declaration of war was formally delivered to the Prussian government on 19 July 1870. The conflict was to be fought in the name of French honour and French security — but the honour and security of France had been manipulated by Bismarck at every turn.
