📚 The Time Dimension in Economic Analysis | 经济分析中的时间维度

Time is embedded in almost every economic decision. A firm deciding how much to produce must ask whether it is operating in the short run or the long run. A government designing policy must consider how long it will take for a change in interest rates to affect inflation. Economists use time horizons to make predictions more precise, to compare equilibria, and to understand the dynamic process of growth.

时间几乎嵌入了每一项经济决策。一个企业在决定生产多少时,必须问自己是在短期还是长期中生产经营。政府设计政策时必须考虑利率变动需要多久才能影响通货膨胀。经济学家利用时间维度使预测更加精确、比较不同均衡,并理解增长的动态过程。

1. Stocks and Flows: A Fundamental Time Distinction | 存量与流量:时间维度的基本区分

Economics distinguishes between variables measured at a point in time and variables measured over a period of time. A stock is a quantity that exists at a given moment, such as wealth, the capital stock, or the number of unemployed workers. A flow is a quantity per unit of time, such as income, investment, or the number of people losing their jobs each month.

经济学区分在某一时点测量的变量和在一段时期内测量的变量。存量(stock)是在给定瞬间存在的数量,例如财富、资本存量或失业人数;流量(flow)是单位时间内的数量,例如收入、投资或每月失去工作的人数。

The distinction matters because flows can accumulate into stocks. Saving is a flow that increases the stock of wealth; investment is a flow that increases the capital stock. If an economist confuses these two types of variable, statements about debt sustainability or economic growth become meaningless.

这种区分之所以重要,是因为流量可以累积为存量。储蓄是增加财富存量的流量;投资是增加资本存量的流量。如果经济学家混淆了这两类变量,那么关于债务可持续性或经济增长的表述就会失去意义。


2. Short Run and Long Run in Microeconomics | 微观经济学中的短期与长期

In microeconomics, time horizons are defined by the flexibility of factors of production. In the short run, at least one factor is fixed, usually capital. A firm can hire more workers and buy more raw materials, but it cannot build a new factory quickly. In the long run, all factors of production are variable. A firm can install new machinery, open new branches, or change the scale of its operations.

在微观经济学中,时间维度由生产要素的灵活性来定义。在短期内,至少有一种生产要素是固定的,通常是资本。企业可以雇用更多工人、购买更多原材料,但无法迅速建造新工厂。在长期内,所有生产要素都是可变的。企业可以安装新机器、开设新分支或改变经营规模。

The short run is therefore the time period in which diminishing marginal returns can occur. When a firm adds successive units of a variable factor, such as labour, to a fixed factor, such as land or machinery, the marginal product of labour will eventually fall. The long run, by contrast, allows all inputs to expand together, so diminishing returns are not forced by a single fixed factor.

因此,短期是可能出现边际报酬递减的时间段。当企业将连续增加的可变要素(如劳动)投入到固定要素(如土地或机器)上时,劳动的边际产量最终会下降。相比之下,长期允许所有投入按相同比例扩大,所以边际报酬递减不再由单一固定要素所迫。


3. Short Run and Long Run in Macroeconomics | 宏观经济学中的短期与长期

Macroeconomics also uses time horizons to model aggregate supply. In the short run, wages and prices are often sticky, so an increase in aggregate demand can raise real output and reduce unemployment. The short-run aggregate supply curve is upward sloping. In the long run, wages and prices become flexible, and output returns to its full-employment level, often called potential output. The long-run aggregate supply curve is vertical because real GDP is determined by resources and technology, not by the price level.

This distinction explains why expansionary monetary or fiscal policy can reduce unemployment below the natural rate only temporarily. Once expectations adjust, workers demand higher wages, and the economy returns to potential output at a higher price level.

这种区别解释了为什么扩张性货币政策或财政政策只能暂时地将失业率压低到自然失业率之下。一旦预期调整,工人会要求更高的工资,经济便在更高的物价水平上恢复到潜在产出。


4. The Production Function and Time Periods | 生产函数与时间维度

A firm’s output depends on the inputs used. A simple production function can be written as:

Q = f(L, K)

where Q is output, L is labour and K is capital. In the short run, K is fixed, so output changes only when L changes. The marginal product of labour is the extra output from one additional worker, which can be expressed as ΔQ / ΔL. In the long run, both L and K can vary, so the firm can choose the least-cost combination of inputs.

In the very long run, technology itself changes. The production function shifts upward, meaning that the same combination of inputs produces more output than before. Technological progress is the main driver of sustained improvements in living standards.

5. Costs in the Short Run and Long Run | 短期成本与长期成本

Time affects cost behaviour. In the short run, total cost is divided into fixed cost and variable cost. Fixed cost does not change as output changes, while variable cost rises with output. Average fixed cost falls as output expands, because the same fixed amount is spread over more units. Average variable cost first falls and then rises due to diminishing returns.

时间影响成本行为。在短期内,总成本分为固定成本和可变成本。固定成本不随产量改变,而可变成本随产量上升。平均固定成本随产量扩大而下降,因为相同的固定总额被分摊到更多单位产品上。平均可变成本先下降后上升,原因在于边际报酬递减。

In the long run there are no fixed costs, because all inputs can be adjusted. The long-run average cost curve is the envelope of the firm’s possible short-run average cost curves. It shows economies of scale when it falls, constant returns to scale when it is flat, and diseconomies of scale when it rises. For example, a firm may enjoy bulk-buying discounts at large output levels, but eventually suffer from management coordination problems.

6. Time and Elasticity | 时间与弹性

The responsiveness of supply and demand to price changes also depends on the time horizon. In the short run, the price elasticity of supply tends to be low because production capacity is fixed. Farmers cannot quickly increase the supply of wheat between planting and harvest; factories cannot instantaneously build new production lines.

供给和需求对价格变动的反应程度也取决于时间维度。在短期内,供给价格弹性通常较低,因为生产能力是固定的。农民不能在种植和收获之间迅速增加小麦供给;工厂也不能瞬间建造新的生产线。

In the long run, firms can build new capacity, hire more workers, and enter or exit an industry. Therefore, supply becomes more elastic. Demand also becomes more elastic over time as consumers learn about substitutes and adjust their habits. This is why the full effect of a price change or a tax is often larger after several months or years than in the first few weeks.

7. Static and Dynamic Analysis | 静态分析与动态分析

Economic models can be either static or dynamic. Static analysis compares two equilibrium positions at a single moment, without tracing the process of adjustment. It acts like a photograph: it shows where the economy stops, not how it got there. Dynamic analysis explicitly models the path of variables over time, like a film that shows each movement.

经济模型可以是静态的,也可以是动态的。静态分析比较某一时点上的两个均衡位置,而不追踪调整过程。它像一张照片:显示经济在哪里停下来,而不是如何到达那里。动态分析则明确模拟变量随时间变化的路径,像一部影片展示每一步移动。

A classic example of dynamic analysis is the cobweb model. Agricultural producers decide how much to plant based on last period’s price. Because there is a time lag between planting and supplying, an unexpectedly good harvest may push price below expectations, causing farmers to reduce planting next year. This creates alternating shortages and surpluses, which can explain cyclical fluctuations in some commodity markets.

动态分析的一个经典例子是蛛网模型。农业生产者根据上一期的价格决定种植量。由于从种植到供给存在时间滞后,意外丰收可能使价格低于预期,从而促使农民明年减少种植。这会造成短缺与过剩的交替,从而解释某些商品市场的周期性波动。

Stabilisation policy is complicated by lags. A government cannot immediately respond to a recession because information and decision-making take time. These lags are a central part of the time dimension in policy analysis.
