International aid, in economics, can be defined as the voluntary transfer of resources, usually from developed countries or supranational institutions to developing countries, with the objective of supporting welfare and development. It is typically measured by official development assistance (ODA), which must be concessional in nature, meaning that at least 25% of the assistance is in the form of grants or loans offered on softer terms than the market rate.

Bilateral aid can also be ‘tied’ to the purchase of goods and services from the donor country.

The World Bank’s International Development Association (IDA) is a major provider of concessional loans and grants to the poorest countries.

In the 2000s, donors began using ‘budget support’ in countries with credible poverty reduction strategies.

9. Debt Relief and Concessional Loans | 债务减免与优惠贷款

The Heavily Indebted Poor Countries (HIPC) Initiative and the Multilateral Debt Relief Initiative (MDRI) are two prominent schemes. Concessional loans, in contrast, are loans made at below-market interest rates with extended repayment periods and may include a grant element. The IMF’s Extended Credit Facility is an example.
