No Recent School Records After Leaving School: How to Rebuild Evidence for Access Arrangements |

📚 No Recent School Records After Leaving School: How to Rebuild Evidence for Access Arrangements |

Every year thousands of candidates sit A-Level, IGCSE or International A-Level exams as private candidates, home-schooled students or returning learners. Many of them need access arrangements – extra time, a separate room, a reader, a word processor, rest breaks – but they left school years ago and no longer hold any recent evidence from a school. This guide explains exactly what exam boards and centres actually require, which documents can still be recovered after you have left, and how to build a defensible evidence file from scratch.

1. The Core Problem Explained |

The evidence system was designed around candidates who are currently in a school, where teachers observe the same student week after week and can sign a declaration from personal knowledge. Once you leave, that observation channel closes and the file goes cold.

The gap is not usually about whether you have a genuine difficulty. It is about whether the centre can document it in the specific way the regulations demand – a recent assessment, a history of need, and a record of how you normally work.

Missing records are therefore a paperwork problem, not a medical or ability problem. Almost every element can be rebuilt, but it takes planning and time, and it must be done before the exam series starts.

2. Decoding the Evidence Requirement |

Boards and awarding organisations generally ask for three distinct layers. Understanding the layers tells you which gap you are actually filling.

Layer 1 – Evidence of need. A diagnosis or professional assessment showing that a difficulty exists: an educational psychologist report, a specialist assessor report for a specific learning difficulty, or medical evidence from a doctor or consultant.

Layer 2 – Evidence of normal way of working. Proof that the arrangement is what you routinely use, not something invented for exam day. For an in-school candidate this comes from teachers; for an ex-school candidate it often has to be reconstructed.

Layer 3 – The centre’s own record. The exam centre must be able to state, from its own knowledge of you, that the arrangement is appropriate. This is why you must talk to the centre early, not just to a doctor.

A file with only Layer 1 is the single most common reason for a rejected application. A short but strong Layer 2 is often what saves the case.

3. What You Can Realistically Recover |

Previous school documents. Write to your former school’s exams officer or SEN department and ask for copies of your pupil record, any individual education plan, SEN register entries, and any letter confirming access arrangements granted in a previous series. Schools are usually able to supply these even years later.

Previous awarding organisation confirmations. If you were granted extra time in a past GCSE or IGCSE series, the awarding organisation may still hold that record, and your former centre’s exam officer can often confirm it in writing.

Medical and clinical evidence. Ask your GP for a printout of your medical summary or a short factual letter. For a long-term condition, a consultant letter or a clinic discharge summary is usually stronger than a one-line note.

A new private assessment. If no usable document exists, an educational psychologist or a specialist assessor with an Assessment Practising Certificate can carry out a fresh assessment and produce exactly the report the regulations need.

Your own chronological statement. A dated timeline of when difficulties began, what support you had, why you left school, and what you now use is supporting evidence. It never replaces a professional report, but it makes the whole file coherent.

4. The External Assessment Route |

This is the route most ex-school candidates end up taking, because it produces evidence that is both recent and in the correct format.

The report must be written by someone with recognised qualifications: an educational psychologist registered with the relevant professional regulator, or a specialist assessor holding both an appropriate qualification and a current Assessment Practising Certificate.

Check that the report contains: your full name and date of birth, the date of assessment, the assessor’s name, qualifications and registration number, standardised test scores with percentiles, a clear interpretation, and an explicit statement of the recommended arrangements and the reasons for them.

Ask the assessor in advance to write the report so it can be used for access arrangements. A general clinical report that omits test scores is often not accepted, even if the diagnosis is unquestioned.

Timing matters: assessment waiting lists of several weeks are normal, so start three to six months before the series. Many boards and centres also expect the assessment to be reasonably recent, so an older report may need updating.

5. Form 8, Form 9 and Centre Paperwork | Form 8 / Form 9

You cannot file these documents yourself. Access arrangement applications are submitted by the exam centre through the board’s online system, and the centre’s exams officer signs the declaration.

In the UK system, Form 8-type paperwork records the application for access arrangements and the evidence held, and a confirmation form is issued to the candidate. Equivalent electronic processes exist for Cambridge International and Pearson Edexcel, each with its own deadlines and its own evidence requirements.

Form numbers, names and portals are revised periodically. Always ask your exams officer for the current regulations and the current version of each form rather than relying on an older guide.

Your job is to deliver a clean, indexed, dated file. Number every page, list every enclosure in a covering sheet, and keep a full copy for yourself.

6. Centre-Based Screening |

Some centres offer their own screening – short reading speed, spelling or processing speed tasks, sometimes computer-based – to support the assessor’s or the centre’s judgement.

Be realistic about what a screener can do. A short online screener alone is rarely sufficient to justify the most significant arrangements, such as 25% extra time; it supports a file, it does not replace a full assessment of need.

Before you invest in anything, ask the centre three direct questions: do you accept private candidates needing access arrangements, what evidence do you require, and what is your internal deadline?

If a centre refuses, that is a business decision, not a judgement about you. Some centres specialise in private candidates and are far more experienced with rebuilt evidence files.

7. Access Arrangements vs Special Consideration |

These are two different systems and candidates constantly confuse them, which wastes the most valuable weeks of the year.

Access arrangements are planned in advance: they change how you sit the exam, and they require evidence of need plus evidence of normal way of working.

Special consideration is applied after the exam: it is a post-hoc adjustment for illness, injury, bereavement or other circumstances beyond your control, backed by medical or documentary evidence rather than a psychological assessment.

So if you had no arrangements in place but became seriously ill during the series, do not chase an access arrangement retroactively. The correct route is special consideration, filed by the centre after the exam within the published window.

In the UK, requests for reasonable adjustments also sit alongside a legal duty not to place a disabled candidate at a substantial disadvantage – but that duty is met through the same evidence framework, not around it.

8. Deadlines and the Application Window |

Access arrangements are granted before the series, not on exam morning. Late applications are a leading cause of rejection, and this is entirely within your control.

Find a centre that accepts private candidates | 找到愿意接收私人考生的考点
Request old school records and medical letters | 索取原校档案与医疗信件
New assessment | 新评估 3-6 months before | 考季前 3-6 个月 Book assessor; allow for waiting lists | 预约评估师,预留排队时间
Confirmation | 获取确认 Before the series starts | 考季开始前 Get written confirmation of what was granted | 取得已批事项的书面确认

Every board publishes its own dates, and international series such as October/November follow a different calendar from the May/June series, so confirm the exact date in writing with your exams officer.

If a deadline has already passed for this series, plan for the next one. Sitting a full series without the arrangements you need is rarely worth it if a later series would be fairer.

9. Writing a Strong Supporting Statement |

Your own statement will not decide the application, but a clear one makes the exams officer’s job easy – and exams officers approve files that are easy to approve.

Keep it under two pages and factual. State your name, candidate details and the arrangement you are requesting in the first paragraph.

Then give a short dated chronology: when difficulties were first noticed, what support you received, the dates of any previous arrangements, why you left school, and what has been your normal way of working since.

Finish with a numbered list of enclosures, each matched to the page numbers in your file. Do not diagnose yourself, do not exaggerate, and do not use emotional language – describe practice and evidence.

10. Common Rejection Reasons and Fixes |

The report has no usable test data. Fix: ask the assessor to include standardised scores with percentiles and an explicit recommendation section.

There is no evidence of normal way of working. Fix: supply a dated statement plus any supporting records showing you have used the arrangement consistently, such as a laptop, rest breaks or extra time, in practice and in previous exams.

The requested arrangement exceeds the demonstrated need. Fix: match the request precisely to what the assessment supports; asking for more than the evidence justifies is
