Online Learning for Students with Special Educational Needs: What UK Research Shows | 网课对特殊教育需求学生有何效果:英国研究结果

📚 Online Learning for Students with Special Educational Needs: What UK Research Shows | 网课对特殊教育需求学生有何效果:英国研究结果

When schools across the United Kingdom moved online in 2020 and 2021, one question worried teachers, parents and policymakers more than any other: what would happen to pupils with special educational needs and disabilities (SEND)? The evidence that grew out of that period is now substantial enough to answer the question – and the answer is not a simple yes or no.

1. What “SEND” Actually Covers | 一、”SEND”究竟涵盖什么

In England, “SEND” is a legal and administrative category, not a diagnosis. The SEND Code of Practice (2015) groups need into four broad areas: communication and interaction; cognition and learning; social, emotional and mental health; and sensory and/or physical needs. A pupil can sit in several areas at once.

The category also splits into two levels of support. “SEN support” is provision made by the school from its own resources, while an Education, Health and Care Plan (EHCP) is a legally binding document issued by the local authority that specifies the provision a pupil must receive.

This matters for research. Any claim that “online learning works for SEND pupils” is almost meaningless unless it specifies which group is being discussed – a dyslexic Year 10 pupil, a deaf pupil with a radio aid, and a pupil with profound and multiple learning difficulties (PMLD) are not comparable cases.

2. The Scale of the Question in England |

This is not a marginal issue. In the January 2024 school census for England, roughly 1.7 million pupils – about 18% of the school population – were recorded as having special educational needs, and around 430,000 of them held an EHCP. In other words, close to one pupil in five is affected.

Add the legal framework and the stakes rise further. The Equality Act 2010 requires schools to make “reasonable adjustments” and not to discriminate against disabled pupils, and the Children and Families Act 2014 requires that a pupil with an EHCP receives the provision specified in it. Neither duty disappears just because teaching moves online.

3. Where the UK Evidence Comes From | 三、英国证据来自哪里

Four types of evidence dominate the UK literature. First, rapid evidence reviews, most notably the Education Endowment Foundation’s (EEF) remote learning review of April 2020. Second, large-scale pupil and school surveys, such as those by the National Foundation for Educational Research (NFER) and the Sutton Trust.

Third, inspection and policy reviews, including Ofsted’s COVID-19 briefings and its May 2021 SEND review, SEND: old issues, new issues, next steps. Fourth, small-scale qualitative studies – interviews with autistic pupils, parents and specialist teachers – which capture experiences that statistics miss.

Each type has limits. Reviews synthesise studies that defined “online learning” differently; surveys rely on self-report; qualitative studies rarely generalise. A strong answer always weighs the method, not just the headline.

4. The Headline Finding: Effects Are Highly Uneven |

The most defensible summary of the UK evidence is that online learning produced highly uneven effects, with clear gains for some pupils, clear losses for others, and a net negative average for the SEND group as a whole relative to pre-pandemic provision.

Averaging is dangerous here. A mean score that falls slightly tells you nothing about the two tails: the autistic pupil who flourished without the noise of a corridor, and the pupil with PMLD whose physiotherapy and feeding programme simply stopped.

The EEF’s June 2020 analysis estimated that the disadvantage attainment gap could widen by as much as 36% under a high-impact scenario, and pupils with SEND overlap heavily with the disadvantaged group. That overlap is the single most important structural fact in this whole debate.

5. When Online Learning Helped: The Reduced-Load Effect |

The clearest documented benefits come from pupils whose difficulty lies in the social and sensory environment of school rather than in the curriculum itself. Research led from UCL and published in 2022 on autistic pupils’ experiences during the pandemic found that some autistic young people preferred aspects of learning at home.

The proposed mechanisms are consistent across studies. Removing corridor noise, crowding and unpredictable transitions lowers sensory load. Removing the need to perform socially in front of thirty peers lowers anxiety. Being able to control the pace, take breaks, or keep the camera off restores a sense of agency that many pupils rarely feel in class.

Similar patterns appear for pupils with chronic illness or medical needs, who could attend class remotely instead of missing weeks of schooling, and for some pupils with visual or hearing impairment whose peripatetic specialist services had already been delivering remote support for years.

6. When Online Learning Failed |

The losses are equally well documented, and they cluster around three mechanisms: lost specialist input, lost scaffolding, and lost peer interaction.

Where provision depended on physical contact or adapted materials – speech and language therapy, occupational therapy, tactile resources for Braille or sign-supported communication, personal care, and multi-sensory teaching for pupils with PMLD – screens could not substitute. Several Ofsted briefings noted that pupils with the highest needs often received the least remote provision, not the most.

Scaffolding was the second loss. Many pupils with cognition and learning needs rely on a teaching assistant sitting beside them, breaking tasks down, redirecting attention and giving immediate feedback. The EEF’s review is explicit that these elements – explicit instruction, scaffolding and feedback – are the features that matter most, and they are precisely what most easily disappear when a lesson becomes a worksheet posted online.

Peer interaction was the third. Language, social skills and emotional regulation are largely learned through incidental contact with other pupils. Removing the playground, the group work and the informal cues of a classroom removed the curriculum that many SEND pupils are, in effect, following all day.

7. Digital Exclusion and the Poverty Overlap |

Access is the most brutally practical finding. Sutton Trust surveys in 2020 reported that roughly one in five pupils did little or no schoolwork at home during the first lockdown, with the figure far higher in the most deprived schools. NFER surveys found that pupils with SEND were among the least likely to receive substantial remote teaching.

Two shortages combined: devices and bandwidth on one side, and adult time on the other. Pupils with SEND disproportionately need an adult to sit with them, and in households where parents were working, shielding or caring for other children, that adult time did not exist.

Policy responded late. The Department for Education’s Get Help with Technology programme eventually distributed close to two million laptops and tablets, largely targeted at disadvantaged and vulnerable pupils, but delivery was uneven and arrived after the sharpest period of need.

8. Teaching Quality Beats Delivery Mode |

One of the most consistent findings across the UK evidence base is that the mode of delivery mattered far less than the quality of teaching. Live lessons, recorded lessons, printed packs and telephone check-ins all produced good outcomes when the teaching inside them was well designed.

What predicted success was predictable structure, clear explanations, frequent checking of understanding, rapid feedback, and deliberate planning for how a pupil who could not ask a quiet question would get help. In other words, the same things that work in a classroom – only harder to deliver at a distance.

Live lessons had an additional, narrower benefit: they preserved routine and contact. But for pupils with processing difficulties or high anxiety, a compulsory hour of live video could be worse than a short recorded clip they could pause, replay and rewatch.

9. Condition-Specific Patterns |

Grouping the evidence by need type produces a clearer picture than any global claim. The table below summarises the dominant pattern found in UK studies, with the important caveat that individual variation is large and often overwhelms group trends.

Autism (without intellectual disability) | 自闭症(无智力障碍) Often mixed to positive | 多为混合至正面 Reduced sensory and social load | 感官与社交负荷降低
Loss of external structure and redirection | 外部结构与注意力引导缺失
Loss of therapy and peer modelling | 治疗与同伴示范中断
Vision or hearing impairment | 视障或听障 Mixed, sometimes positive | 混合,有时正面
