📚 GCSE OCR Business: Strategic Management Revision Guide | GCSE OCR

Strategic management is the process by which a business sets long-term goals, analyses its internal and external environment, and makes decisions to achieve competitive advantage. For GCSE OCR Business students, understanding strategic management is key to evaluating how businesses grow and respond to change. This revision guide breaks down the essential topics you need to master for the exam.

1. What is Strategic Management? |

Strategic management involves setting the overall direction of an organisation, allocating resources, and making decisions that affect the whole business. It is carried out by senior managers and focuses on the long-term survival and growth of the firm.

Unlike day-to-day operational tasks, strategic decisions are complex, have a high degree of uncertainty, and often require significant investment. The goal is to build a sustainable competitive advantage.

2. Strategic vs Tactical Decisions |

Feature Strategic Decisions Tactical Decisions
Time frame Long-term (3-5 years or more) Medium-term (1-2 years)
Scope Whole organisation Departments or functions
Made by Senior managers / board Middle and junior managers
Risk and uncertainty High Moderate
Example Entering a new international market Setting a promotional budget for next quarter

Strategic decisions set the overall goals and direction, while tactical decisions are the steps taken to implement those strategies. Both are essential: a brilliant strategy will fail without effective tactics, and tactics without strategy lack focus.

For instance, a supermarket chain deciding to open 50 new stores is a strategic choice; choosing the exact locations and staffing levels is tactical. Exam questions often ask you to distinguish between these levels.

3. The Strategic Management Process |

The strategic management process typically follows a logical cycle: setting the mission and objectives, analysing the internal and external environment, formulating strategic options, implementing the chosen strategy, and finally monitoring and evaluating performance.

Businesses use tools like SWOT analysis and PESTLE analysis during the environmental analysis phase. The process is iterative; after evaluation, objectives may be revised and the cycle begins again. This continuous improvement is vital in dynamic markets.

4. SWOT Analysis | SWOT分析

SWOT analysis is a framework that helps businesses identify internal Strengths and Weaknesses, along with external Opportunities and Threats. It is a simple yet powerful tool for strategic planning, often used at the start of the planning process.

  • Strengths: Internal factors that give the business an edge, such as a strong brand, loyal customers, or innovative technology.
  • Weaknesses: Internal factors that place the business at a disadvantage, like high staff turnover, outdated equipment, or a weak online presence.
  • Opportunities: External chances to grow or improve profits, for example a growing demand for sustainable products or a competitor leaving the market.
  • Threats: External elements that could harm the business, such as new regulations, rising raw material costs, or a recession.

When using SWOT, you must be specific. Simply stating ‘good reputation’ as a strength is not enough; you should explain how that strength helps the business achieve its objectives.

5. PESTLE Framework for the External Environment | PESTLE

The PESTLE framework categorises external macro-environmental factors that can affect a business’s strategy. Each letter stands for a set of influences: Political, Economic, Social, Technological, Legal, Environmental.

  • Political: Government policy, trade restrictions, tax changes.
  • Economic: Interest rates, inflation, exchange rates, economic growth.
  • Social: Demographic changes, lifestyle trends, attitudes towards health and ethics.
  • Technological: Automation, digital platforms, new production methods.
  • Legal: Employment law, consumer protection, health and safety regulations.
  • Environmental: Climate change, sustainability pressures, waste disposal rules.

By systematically scanning these six areas, managers can anticipate changes and adjust strategy proactively. For example, a car manufacturer might respond to environmental pressure by investing in electric vehicles.

6. Growth Strategies: Ansoff’s Matrix |

Ansoff’s Matrix is a strategic tool that helps businesses decide on a growth direction based on markets and products, whether new or existing. It outlines four strategies:

  • Market Penetration: Selling more existing products in existing markets, e.g. through price cuts or advertising. Lowest risk.
  • Market Development: Selling existing products in new markets, such as entering a new country or targeting a different customer segment.
  • Product Development: Creating new products for existing markets, like a phone brand adding smart watches. Moderate risk.
  • Diversification: Launching new products in new markets. This carries the highest risk because the business steps outside its experience.

Exam questions may ask you to recommend and justify a growth strategy using Ansoff. Always link your choice to the business’s current situation and appetite for risk.

7. Evaluating Strategic Options |

Once a business has generated strategic options, it must evaluate them using criteria such as suitability, feasibility, and acceptability.

  • Suitability – Does the strategy align with the business’s mission and objectives?
  • Feasibility – Can the business afford it? Does it have the resources, staff, and technology?
  • Acceptability – Will key stakeholders (shareholders, employees, customers) support it? Is the level of risk acceptable?

Quantitative methods also play a role. A simple return on investment (ROI) calculation can help compare options. The formula is:

ROI = (Gain from Investment – Cost of Investment) ÷ Cost of Investment

For example, if a new machine costs £100,000 and is expected to generate an extra £25,000 profit each year, the simple ROI is 25%. Strategic decisions, however, also depend on non-financial factors like brand reputation and employee morale.

8. Stakeholder Impact on Strategy |

Different stakeholder groups have different objectives, and these can conflict. A strategy that pleases shareholders by cutting costs may upset employees who face redundancies. Managers must balance these interests to avoid resistance that could derail the strategy.

Mapping stakeholder power and interest helps prioritise communication. High-power, high-interest groups (such as major investors) require close engagement, while low-power, low-interest groups can be kept informed. Understanding stakeholder concerns is a critical part of the acceptability test.

9. Implementing Strategy: Key Challenges |

Even the best plan can fail if not implemented well. Common barriers include resistance to change from staff, inadequate resources, poor communication, and a lack of leadership commitment.

  • Resistance to change: People may fear job losses or new working methods. Effective training and involvement can reduce this.
  • Resource gaps: A strategy requiring new technology may stall if funding is delayed. Realistic budgeting and contingency plans are necessary.
  • Coordination failures: Departments may work in silos, undermining a company-wide strategy. Clearer internal communication and aligned targets help.

10. Risk and Uncertainty in Strategy |

All strategic decisions involve risk because the future is unpredictable. Economic downturns, technological breakthroughs, or sudden shifts in consumer taste can quickly make a strategy out of date. Businesses must build flexibility into their plans.

Scenario planning is a technique where managers imagine different future environments (best case, worst case, most likely) and prepare responses for each. This reduces ‘strategic drift’ – the tendency for a strategy to become less effective over time if not regularly reviewed.

In GCSE OCR Business, you should be able to explain why businesses use contingency plans and how risk affects the choice between aggressive growth and cautious consolidation strategies. Linking risk to the level of potential reward shows deeper analysis.
