Here Portugal needs more hours for both goods, so it lacks absolute advantage. In such a tie, the countries might still trade if consumption preferences differ, but typically you look for a difference. A more useful example sets different ratios: suppose UK requires 10 hours for cloth and 15 for wine; Portugal requires 20 hours for cloth and 10 for wine. Then UK’s opportunity cost of 1 cloth is 0.67 wine, Portugal’s is 2 wine. UK has comparative advantage in cloth and Portugal in wine. This drives specialisation, increasing total world output.
