1. Distinguishing Economic Growth and Economic Development |
Economic growth refers to an increase in a country’s real Gross Domestic Product (GDP) over time. It is a purely quantitative rise in output, typically measured by the percentage change in real GDP. Growth can occur without improving the average person’s living standards if the extra output is concentrated among a few or spent on armaments.
Economic development is a much broader concept that encompasses improvements in living standards, health, education, and the environment. It involves qualitative changes such as reduced income inequality, greater access to healthcare and schooling, and cleaner surroundings. Ultimately, development is about enlarging people’s choices and capabilities, not just raising national income.
A country can experience growth without development, for instance when oil revenues boost GDP but fail to create diversified jobs or improve public services. Conversely, some low-growth nations have achieved notable development gains through equitable social policies. Exam questions often ask you to explain why GDP growth alone is an insufficient development indicator.
2. Key Indicators of Development |
Beyond income, economists measure development using a range of social and economic indicators. Common indicators include health metrics like life expectancy and infant mortality, education measures such as literacy rate and school enrollment ratios, and environmental data on access to clean water and sanitation. These indicators capture dimensions of welfare that monetary measures miss.
The table below summarises several key indicators and what they reveal about a country’s development status.
| Indicator | 中文指标 | What it measures | 测量内容 |
|---|---|---|---|
| Life expectancy at birth | 出生时预期寿命 | Overall health and nutrition of the population | 人口整体健康与营养水平 |
| Infant mortality rate | 婴儿死亡率 | Quality of pre- and post-natal care, sanitation | 产前产后护理和环境卫生水平 |
| Adult literacy rate | 成人识字率 | Extent of primary education and basic skills | 初等教育与基础技能的普及程度 |
| Net secondary enrollment | 中等教育净入学率 | Access to higher levels of schooling | 更高阶段教育的普及情况 |
| Access to safe water | 安全饮水覆盖率 | Basic infrastructure and public health | 基础设施与公共卫生水平 |
Single indicators are rarely sufficient. For example, a rich oil-exporting nation may have a high GNI per capita but poor health outcomes, while a low-income country with strong public services could show high literacy. Composite indices have therefore been developed to give a more rounded picture.
3. The Human Development Index (HDI) | 人类发展指数 (HDI)
The Human Development Index, published by the United Nations Development Programme (UNDP), combines three dimensions into a single statistic ranging from 0 to 1. The dimensions are: a long and healthy life (measured by life expectancy at birth), access to knowledge (mean years of schooling for adults and expected years of schooling for children), and a decent standard of living (GNI per capita adjusted for purchasing power parity). The HDI is the geometric mean of the three normalised indices.
The formula can be expressed as: HDI = ∛(Iₕₑₐₗₜₕ × Iₑₔᵤ꜀ₐₜᵢₒₙ × Iᵢₙ꜀ₒₘₑ). Because it uses the geometric mean, a low score in any one dimension pulls the overall index down, penalising imbalance. This encourages countries to pursue balanced development rather than focusing solely on income growth.
其公式可表示为:HDI = ∛(I健康 × I教育 × I收入)。
The HDI has several strengths: it is easy to communicate, draws attention to non-income goals, and allows simple cross-country comparisons. However, it still misses important dimensions such as inequality, political freedom, and environmental sustainability. Neither does it capture deprivations within a household or the subjective well-being of individuals. Consequently, other indices have been developed to complement the HDI.
4. Multidimensional Poverty and Other Measures |
While income poverty counts those below a monetary poverty line, the Multidimensional Poverty Index (MPI) identifies overlapping deprivations at the household level. The MPI assesses health (nutrition, child mortality), education (years of schooling, school attendance), and living standards (access to water, electricity, sanitation, cooking fuel, housing, and assets). A person is classified as multidimensionally poor if they are deprived in at least one-third of the weighted indicators.
Gender inequality indices, such as the Gender Inequality Index (GII), measure reproductive health, empowerment (parliamentary seats, education attainment), and labour market participation. A high GII indicates that women face substantial disadvantages, undermining overall development potential. Countries that score well on HDI can still exhibit large gender gaps.
The Inequality-adjusted HDI (IHDI) discounts a country’s HDI according to the level of inequality in each dimension. If perfect equality existed, the IHDI would equal the HDI; under high inequality, it falls significantly. These adjustments remind students that ‘average’ development can mask deep disparities within society.
5. Barriers to Economic Development: The Poverty Trap |
A poverty trap, or vicious cycle of poverty, describes a self-reinforcing mechanism that keeps a country poor. Low incomes result in low savings, which limit investment in physical and human capital. With insufficient capital, labour productivity remains low, so output and wages stay depressed. This low income feeds back into low saving, perpetuating the cycle.
Such traps can operate at both the micro and macro levels. A subsistence farmer cannot afford to invest in a better plough and so remains using low-productivity methods; a country burdened by debt cannot spend on infrastructure and education, so its long-term growth potential is stifled. Breaking out of the trap often requires a ‘big push’ of coordinated investment across several sectors simultaneously.
Exam essays frequently ask you to explain how a poverty trap functions and to suggest policy remedies, such as microfinance, targeted social safety nets, or debt relief. Demonstrating how one factor reinforces another is crucial for top marks.
6. Primary Product Dependency and Debt |
Many developing countries rely heavily on the export of primary commodities such as coffee, copper, or crude oil. This dependence exposes them to volatile world prices: a sudden drop in commodity prices slashes export revenues, undermines the balance of payments, and can trigger recessions. Moreover, the real income from primary exports may fall over time due to the Prebisch-Singer hypothesis, which argues that the terms of trade for primary products tend to deteriorate relative to manufactured goods.
External debt compounds the problem. Developing nations borrowed heavily during the 1970s and 1980s, often at variable interest rates. When commodity prices fell and global interest rates rose, debt service costs soared, devouring resources that could have funded development. The resulting ‘debt overhang’ deters private investment, as investors fear future tax increases or currency devaluations to service the debt.
Initiatives like the Heavily Indebted Poor Countries (HIPC) scheme have provided partial debt relief, but conditionalities have sometimes limited their development impact. Questions on this topic often ask for an evaluation of debt relief and diversification strategies.
7. Population Growth and Human Capital Constraints |
Rapid population growth can strain a country’s ability to raise living standards. When the dependency ratio is high—with many young people dependent on a small working population—household savings and public spending on education and health per person may fall. This can lock a nation into a low human capital equilibrium, where workers possess few skills and productivity stagnates.
Poor health—evident in high rates of malaria, malnutrition, and HIV/AIDS—further reduces labour productivity and school attendance. A sick workforce cannot be efficient, and children who miss school are unlikely to acquire the skills needed for a modern economy. Investment in basic healthcare and nutrition thus yields considerable development dividends, breaking the vicious link between poor health and poverty.
Demographic transition theory suggests that as countries develop, fertility rates tend to fall. Policies that raise female education and access to family planning can speed up this transition, easing the pressure on resources and expanding what economists call the ‘demographic dividend’.
8. Strategies for Development: Trade vs. Aid |
Trade liberalisation can stimulate development by opening up larger markets, attracting foreign direct investment, and encouraging competition and technology transfer. However, sudden exposure to global competition may destroy infant industries and worsen unemployment. The net effect depends on complementary policies such as education, infrastructure, and a stable regulatory environment.
Foreign aid comes in many forms: humanitarian emergency relief, bilateral official development assistance (ODA), multilateral aid through institutions like the World Bank, and project aid tied to specific goods or services. Proponents argue that aid fills the savings gap and finances crucial public goods. Critics counter that aid can foster dependency, weaken accountability, and be undermined by corruption. Tied aid, in particular, may benefit donor-country firms more than recipients.
An effective development strategy usually combines outward-oriented trade with carefully governed aid and domestic resource mobilisation. In essays, you should avoid one-size-fits-all conclusions and instead assess context-specific trade-offs.
9. Import Substitution and Export-Led Growth |
Import substitution industrialisation (ISI) was a popular strategy from the 1950s to the 1970s. It uses tariffs, quotas, and subsidies to protect domestic infant industries, aiming to reduce reliance on imported manufactured goods. While it helped countries like Brazil and India build an industrial base, ISI often led to inefficient, high-cost producers shielded from competition, and created foreign exchange shortages because protected industries still needed imported capital goods.
Export-led growth, exemplified by the East Asian Tigers (South Korea, Taiwan, Singapore, Hong Kong), focuses on moving up the value chain in global markets. Governments actively support education, infrastructure, and technology adoption, while keeping exchange rates competitive. Success is not automatic: it requires macroeconomic stability, capable institutions, and the ability to adapt as comparative advantage evolves.
Modern thinking favours a nuanced approach: somewhat open trade regimes, targeted industrial policy, and investment in human capital. Questions may ask you to contrast the two strategies and explain why many countries shifted from ISI to more outward-oriented policies.
10. Sustainable Development and the SDGs |
Sustainable development meets the needs of the present without compromising the ability of future generations to meet their own needs. It integrates economic, social, and environmental pillars. Climate change, biodiversity loss, and pollution demonstrate that rising national income cannot be sustained if natural capital is depleted.
The 17 Sustainable Development Goals (SDGs), adopted by the United Nations in 2015, replaced the Millennium Development Goals (MDGs). They cover a broad agenda: eliminating poverty (Goal 1), quality education (Goal 4), clean water (Goal 6), affordable clean energy (Goal 7), decent work and economic growth (Goal 8), and climate action (Goal 13), among others. Unlike the MDGs, the SDGs apply to all countries, not just the developing world.
