📚 A-Level WJEC Economics: Elasticity Exam Guide | A-Level WJEC

Elasticity is one of the most tested topics in the WJEC A-Level Economics specification. It measures how responsive one variable is to a change in another, equipping students with the analytical tools to evaluate market behaviour, business strategies, and government policies. Understanding price, income, cross, and supply elasticity is essential for high‑mark evaluation questions.

1. Introduction to Elasticity |

Elasticity is a numerical measure of responsiveness. In WJEC Economics, we distinguish between elastic (responsive) and inelastic (unresponsive) relationships. A value greater than 1 signals elasticity, while a value less than 1 indicates inelasticity. The concept applies to both demand and supply, allowing economists and firms to predict the consequences of price changes, income shifts, and the impact of related goods.

2. Price Elasticity of Demand (PED) |

Price elasticity of demand (PED) measures the responsiveness of quantity demanded to a change in the good’s own price. It is defined as the percentage change in quantity demanded divided by the percentage change in price. PED is almost always negative due to the law of demand, but by convention we often ignore the minus sign and refer to its absolute value.

PED = %ΔQd ÷ %ΔP

PED = %ΔQd ÷ %ΔP

3. PED Calculation and Interpretation | PED

When calculating PED, always use percentage changes to ensure the measure is unit‑free. If PED > 1, demand is price elastic – consumers are highly responsive. If PED < 1, demand is price inelastic – consumers are less responsive. A PED of exactly 1 represents unit elasticity, where total revenue remains constant when price changes. Extreme cases are perfectly inelastic (0) and perfectly elastic (∞).

PED Value Classification PED
0 Perfectly inelastic 0
0 < PED < 1 Price inelastic 0 < PED < 1
1 Unit elastic 1
PED > 1 Price elastic PED > 1
∞ Perfectly elastic ∞

The number and closeness of substitutes is the most powerful determinant. Goods with many close substitutes (e.g. branded fizzy drinks) tend to be elastic, whereas necessities with few substitutes (e.g. insulin) are highly inelastic. Other factors include the proportion of income spent on the good, whether the good is a necessity or luxury, the time period considered, and the breadth of the market definition.

  • Substitutes / 替代品: More substitutes → more elastic.
  • Time / 时间: Longer period → more elastic.
  • Proportion of income / 收入占比: Higher proportion → more elastic.

5. PED and Total Revenue | PED

The relationship between PED and total revenue is a classic WJEC exam application. When demand is price elastic (PED > 1), a price cut raises total revenue, while a price increase reduces it. When demand is price inelastic (PED < 1), a price rise increases total revenue, but a price cut lowers it. Firms can use this rule when deciding on pricing strategies, indirect tax incidence, and output decisions.

Total Revenue (TR) = Price × Quantity

WJEC candidates must also be able to explain the incidence of an indirect tax using PED: the more inelastic the demand, the greater the burden on consumers.

6. Income Elasticity of Demand (YED) |

Income elasticity of demand (YED) measures the responsiveness of quantity demanded to a change in real income. The sign of YED indicates whether a good is normal (positive YED) or inferior (negative YED). For normal goods, the magnitude reveals whether the good is a necessity (0 < YED < 1) or a luxury (YED > 1). This distinction helps firms forecast sales growth during economic cycles and target market segments.

YED = %ΔQd ÷ %ΔY

YED = %ΔQd ÷ %ΔY

7. YED and Types of Goods | YED

WJEC requires students to apply YED when analysing changing patterns of demand. During a recession, demand for inferior goods (negative YED) may rise, while demand for luxury normal goods (YED > 1) falls sharply. For necessities with low positive YED, demand remains relatively stable. This knowledge is valuable for questions on market structures, business performance, and economic development.

YED Value Good Type YED
0 < YED < 1 Normal necessity 0 < YED < 1
YED > 1 Normal luxury YED > 1

8. Cross Elasticity of Demand (XED) |

Cross elasticity of demand (XED) quantifies the effect of a change in the price of one good on the quantity demanded of another. A positive XED indicates substitutes (e.g. tea and coffee), whereas a negative XED indicates complements (e.g. printers and ink cartridges). The size of XED shows the strength of the relationship: the larger the absolute value, the closer the substitutes or complements.

XED = %ΔQd of good A ÷ %ΔP of good B

XED = A商品需求量变动的百分比 ÷ B商品价格变动的百分比

WJEC examiners expect students to use XED in contexts such as product competition, pricing strategies of multi‑product firms, and market definition in competition policy.

9. Price Elasticity of Supply (PES) |

Price elasticity of supply (PES) measures the responsiveness of quantity supplied to a change in the good’s own price. PES is always positive because higher prices give producers an incentive to supply more. The key classification mirrors demand: PES > 1 is elastic, PES < 1 is inelastic, and PES = 1 is unit elastic. Time period is the dominant factor, with supply typically more elastic in the long run.

PES = %ΔQs ÷ %ΔP

PES = %ΔQs ÷ %ΔP

The primary factors determining PES include the length of the production period, the availability of spare capacity, the ease of accumulating stocks, the complexity of the production process, and the mobility of factors of production. Agricultural products often have low PES in the short run because of long growing cycles, while manufactured goods may be more elastic if firms hold excess capacity.

  • Time period / 时间: Longer time → more elastic supply.
More spare capacity → more elastic.
  • Stock levels / 库存水平: High stocks → more elastic.

11. Elasticity in Real-World Contexts |

WJEC frequently embeds elasticity in data‑response and essay questions. Candidates should link PED to the effect of a sugar tax on soft drinks, YED to the growth of budget retailers during a downturn, XED to the impact of streaming on cinema demand, and PES to housing supply responses. These applications demonstrate the ability to move from theory to real‑world evaluation, which is vital for high marks.

When evaluating, always consider the limitations of elasticity estimates – data might be outdated, consumer behaviour can change, and other factors (like advertising, tastes, or supply‑side shocks) may complicate the simple ceteris paribus assumption.

12. Exam Tips and Common Mistakes |

A common error is confusing the sign and magnitude of elasticity. Always state the sign for YED and XED, but for PED use the absolute value unless the question specifically requires the negative sign. Avoid treating all elastic goods as having the same policy implications – for instance, a high XED between two brands may signal intense competition, while a low YED for a staple food implies stable demand even during a recession.

Show your calculations step by step in data‑response questions. Even if the final answer is incorrect, method marks are available. Use diagrams where relevant: draw a steep demand curve for inelastic demand and a flat curve for elastic demand, labelling axes precisely.

Finally, never write ‘the good is elastic’ – say ‘demand for the good is price elastic’. Precision in expression is a hallmark of a top‑band response.
